      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his deceased father, a former service
member (FSM) be awarded the Combat Infantryman Badge (CIB) and any other
awards to which he is entitled.

2.  The applicant made no further statement.

3.  The applicant provides a copy of a certificate showing that the FSM was
awarded the Purple Heart, a copy of his certification of service, a copy of
a National Personnel Records Center letter indicating that the FSM was
entitled to award of the World War I Victory Button (Bronze), and the World
War I Victory Medal, a copy of a 14 January 2003 letter to a Member of
Congress on behalf of the FSM, a copy of a photograph taken at the time the
FSM was awarded the Purple Heart, and a copy of a newspaper article
regarding the award of the Purple Heart.

CONSIDERATION OF EVIDENCE:

1.  The FSM, then a member of Company G, 6th Infantry, was severely wounded
on 21 September 1918.  On 16 October 2003 this Board recommended that the
FSM be awarded the Purple Heart for wounds sustained as a result of enemy
action on that date.  Orders were published on 9 December 2003 awarding the
Purple Heart (Posthumous) to the FSM.

2.  A discharge certificate dated 15 March 1960 shows that the FSM was
honorably discharged from the Army on 8 March 1919.

3.  Other than as indicated herein, the record of service of the FSM cannot
be determined.

4.  Army Regulation 600-8-22 provides for award of the CIB.  Paragraph 8-6
provides in pertinent part, the history of the CIB, and states, “The Combat
Infantryman Badge (CIB) was established by the War Department on 27 October
1943.“  It goes on to state, “A Soldier must be an Army infantry or special
forces officer in the grade of colonel or below, or an Army enlisted
Soldier or warrant officer with an infantry of special forces MOS (military
occupational specialty), who subsequent to 6 December 1941 has
satisfactorily performed duty while assigned or attached as a member of an
infantry … unit of brigade, regiment, or smaller size during any period
such unit was engaged in active ground combat.”

5.  The World War I Victory Medal and World War I Victory Button are
awarded for service between 12 November 1918 and 5 August 1919.  A silver
button is awarded to persons wounded in action.

6.  Clasps are authorized for wear on the World War I Victory Medal.  The
World War I Victory Medal battle clasp is a bronze bar with the name of the
campaign and with a star at each end of the inscription.  The campaigns
listed include       St. Mihiel.

7.  The World War I Victory Medal service clasp is a bronze bar with the
name of the country which the service was performed inscribed thereon.  The
service clasps authorized include clasps for service in England, France,
and Italy.

8.  The Center for Military History shows that the 6th Infantry Regiment
participated in four campaigns during World War I – St. Mihiel, Meuse-
Argonne, Alsace, and Lorraine.

9.  Army Regulation 600-8-22 provides for awards and service medals to
military personnel, and in pertinent part shows the campaigns in which the
Army participated.  It indicates that the dates of the St. Mihiel campaign
were from     12-16 September 1918, and the dates of the Meuse-Argonne
campaign were from 26 September-11 November 1918.  There are no campaigns
listed for Alsace and Lorraine.

10.  St. Mihiel is a town in northeastern France in the province of
Lorraine which abuts the countries of Belgium, Luxembourg, and Germany.

DISCUSSION AND CONCLUSIONS:

1.  The Combat Infantryman Badge was established in 1943, and as indicated
above award of the CIB was retroactive to 7 December 1941.  There are no
provisions for retroactive award of the CIB prior to that date.
Consequently, the applicant’s request for award of the CIB to his deceased
father cannot be granted.

2.  The evidence shows that he was assigned to the 6th Infantry Regiment,
and was severely wounded in action on 21 September 1918.  The evidence
would suggest that he participated in the St. Mihiel campaign, which ended
a few days prior to the FSM being wounded.  Therefore, the FSM should be
credited with participation in that campaign.

3.  Then, the FSM is entitled to award of the World War I Victory Medal
with the St. Mihiel battle clasp and the France service clasp.

4.  He is also entitled to award of the World War I (silver) Victory
Button.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that the FSM be entitled to award of the World War I Victory
Medal with St. Mihiel battle clasps and France service clasp, and the World
War I (silver) Victory Button.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
award of the Combat Infantryman Badge.
