The Board considered the following evidence:
Exhibit A - Application for correction of military records.

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his records be corrected to show that he
was authorized COT (Consecutive Outside Continental U.S. Tours) travel
entitlements as a result of his inter-theater reassignment to Turkey
following completion of his tour of duty in Germany.
2. The applicant states that following completion of his 3-year tour of
duty in Germany in August 2003 he was assigned to Ankara, Turkey for 24
months on a consecutive overseas tour. He states that authorization for
COT travel was not included in his orders. He states he was advised by
officials at the U.S. Army Human Resources Command to apply to this Board
so that his orders could be amended.
3. The applicant provides a copy of his reassignment orders and a copy of
an electronic mail (e-mail) from the U.S. Army Human Resources Command
directing him to apply to this Board.
CONSIDERATION OF EVIDENCE:
1. Records available to the Board indicate that the applicant is an active
duty officer serving in pay grade 0-5. In January 2001 the applicant was
assigned to an armor battalion in Germany. In July 2003 orders were issued
reassigning the applicant from Germany to the Office of Defense Cooperation
in Ankara, Turkey. His reporting date to Turkey was in August 2003,
following a period of temporary duty at Fort Belvoir, Virginia, and Fort
Bragg, North Carolina.
2. Army Regulation 614-30 and the Joint Travel Federal Regulation
authorizes government paid travel for Soldiers and command sponsored family
members to leave locations equal the distance to the Soldier’s home of
record for those Soldiers who volunteer to serve two full consecutive
outside continental U.S. (OCONUS) tours. A COT is defined as a subsequent
overseas tour that requires the PCS (permanent change of station)
reassignment of a Soldier from one overseas permanent duty station to
another, regardless of whether it is within the same country or is an intra-
theater or inter-theater reassignment.
3. In the processing of this case, an advisory opinion was provided by the
Chief, Operations, Programs and Distribution Division, at the U.S. Army
Human Resources Command. The opinion confirmed that the applicant’s
reassignment orders should have included authorization for COT
entitlements. The applicant was provided a copy of the advisory opinion
and concurred with its conclusion.
DISCUSSION AND CONCLUSIONS:
The evidence confirms that the applicant was reassigned to another overseas
area after completing a tour of duty in Germany. As such, he met the
requirement under COT and is entitled to associated travel benefits. His
July 2003 reassignment orders should be amended accordingly.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his July 2003 reassignment order to show that he was entitled to
COT travel benefits under the provisions of Army Regulation 614-30 and the
Joint Federal Travel Regulation.
