THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of her father’s previous
application to correct his military records by awarding him the Purple
Heart.

2.  The applicant states that after she sent the initial packet of material
to the office of a Member of Congress (MC), the telegram, which was sent to
her grandparents when her father was injured, was found by a cousin in the
attic of her grandparents’ home.  It was forwarded to the office of the MC,
and then to the Army Review Board, which received it on 6 May 2004.  In
denying her petition, the telegram was not mentioned, and she is concerned
that it was not considered as evidence.

3.  The applicant provides a copy of a Western Union telegram.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR2003096484 on 18 May 2004.

2.  In a Western Union telegram, dated 24 October 1944, The Adjutant
General informed the father of the FSM (former service member) that he was
slightly injured in action on 19 September in France.  This telegram was
not seen by the 18 May 2004 Board.

DISCUSSION AND CONCLUSIONS:

1.  The Western Union telegram was not seen, and therefore not considered
by the 18 May 2004 Board.  The telegram is proof that the FSM was wounded
in action on 19 September 1944 in France during World War II.  He is
entitled to award of the Purple Heart.

2.  Consequently, the records of the FSM should be corrected to show that
he was wounded in action on 19 September 1944 and awarded the Purple Heart.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the ABCMR’s decision in Docket Number AR2003096484, dated 18
May 2004.  As a result, the Board recommends that all Department of the
Army records of the individual concerned be corrected by showing that he
was wounded in action on 19 September 1944 and awarded the Purple Heart.
