APPLICANT REQUESTS: Correction of his DD Form 214 (Report of Separation from Active Duty) to show that he served in Panama.
APPLICANT STATES: That he completed Jungle Training in Panama. He contends that his DD Form 214 does not show that he left the United States. In support of his application, he submits a certificate of completion for the Jungle Operations Training Course, dated 12 October 1973.
EVIDENCE OF RECORD: The applicant's military records show:
The applicant enlisted on 8 September 1971. He served as an assistant gunner and ammunition bearer and was honorably released from active duty on
6 September 1974.
Item 18f (Foreign and/or Sea Service This Period) on the applicant's DD Form 214 shows the entry, "0 0 0."
Item 31 (Foreign Service) on the applicant's DA Form 20 (Enlisted Qualification Record) is blank.
The applicant provided a certificate which shows he completed the Jungle Operations Training Course on 12 October 1973 at the U.S. Army Jungle Operations Training Center at Fort Sherman, Canal Zone, in Panama.
Army Regulation 635-5 establishes the policies and procedures for completion and distribution of the DD Form 214. The regulation, in effect at the time, states in pertinent part, that item 27 (Remarks) will list formal in- service training courses successfully completed during this period of service. This information is to assist the soldier after separation in employment placement and counseling; therefore, training courses for combat skills will not be listed.
Informal research revealed that Jungle Warfare Training Courses are training courses in combat skills.
Paragraph 2-6y of Army Regulation 635-5 states, in pertinent part, that all service shown in item 18 (Record of Service) (a) through (f) will be less time lost under 10 U.S. Code 972 and time lost subsequent to expiration of term of service.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
2. Evidence of record shows the applicant completed the Jungle Operations Training Course in Panama. However, there is no evidence that the applicant "served" in (i.e., was assigned to) Panama. Therefore, the Board determined that there is insufficient evidence on which to amend the applicant's DD Form 214 to show that he served in Panama.
3. The Board also notes that, in accordance with the governing regulation, training courses for combat skills will not be shown on the DD Form 214.
4. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
