APPLICANT REQUESTS: Correction of his records to show the Armed Forces Expeditionary Medal (AFEM) for his temporary duty (TDY) in Thailand from October to December 1963.
APPLICANT STATES: That the AFEM should have been awarded to him for his TDY in Thailand. He did not submit any documents in support of his application.
EVIDENCE OF RECORD: The applicant's military records show:
The applicant enlisted in the Regular Army on 29 July 1961.
Item 29 (Foreign Service) on the applicant's DA Form 20 (Enlisted Qualification Record) shows he served in Hawaii from 12 December 1961 through 13 November 1963.
His DA Form 24 (Service Record) shows he arrived in Hawaii on 12 December 1961 and departed on 8 November 1963.
There is no evidence of record which shows the applicant served in Thailand.
Army Regulation 600-8-22, provides, in pertinent part, that the Armed Forces Expeditionary Medal is authorized for participants in military operations within a specific geographic area during a specified time period. Paragraph 2-12e(4) specifically provides that individuals are qualified for award of the AFEM for service in Thailand (only those in direct support of Cambodia operations) from 29 March 1973 through 15 August 1973.
Army Regulation 600-8-22 provides, in pertinent part, for award of the Vietnam Service Medal. Paragraph 2-13a states that the Vietnam Service Medal is awarded to all members of the Armed Forces of the United States for qualifying service in Vietnam after 3 July 1965 through 28 March 1973. Qualifying service included attachment to or assignment for 1 or more days with an organization in Thailand, Laos, or Cambodia directly supporting military operations in Vietnam. Paragraph 2-13d states, in part, that individuals qualified for the AFEM for reason of service in Vietnam between 1 July 1958 and 3 July 1965 (inclusive) shall remain qualified for that medal.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
2. The Board noted the applicant's contention that he should have been awarded the AFEM for his TDY in Thailand during the period October to December 1963. However, based on the Military Awards regulation, the AFEM was authorized to individuals who served in Thailand during the period 29 March 1973 through 15 August 1973 or who served in Thailand in support of operations in Vietnam during the period 1 July 1958 and 3 July 1965. There is no evidence of record to show the applicant served in Thailand, whether in support of operations in Vietnam or not. Therefore, there is no basis for awarding the applicant the AFEM.
3. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
