         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be amended to show he completed the U. S. Army War College.

3. The applicant states that he was unavailable to sign his DD Form 214 when it was prepared and could not check it for accuracy.

4. The applicant’s military records show that, after having had prior service, he was commissioned and entered active duty on 27 September 1967. He provides a diploma which shows he was a graduate of the U. S. Army War College Class of 1989.

5. The applicant retired on 1 October 1994. Item 14 (Military Education) of his DD Form 214 for the period ending 30 September 1994 does not list the U. S. Army War College. It does contain the entry, "(SEE BLOCK 18)." Item 18 (REMARKS) does not list the U. S. Army War College but does contain the entry, "SEE ATTACHED CONTINUATION SHEET." The continuation sheet continues the applicant's awards and decorations entries but does not contain any military education entries.

CONCLUSIONS:

1. The evidence of record shows the applicant graduated from the U. S. Army War College in 1989. It appears to the Board it was omitted from his DD Form 214 through an administrative oversight. His DD Form 214 for the period ending 30 September 1994 should be amended to add the course.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That the applicant's DD Form 214 for the period ending 30 September 1994 be amended to show he completed the U. S. Army War College in 1989.
