2. The applicant requests that his 26 February 2000 DD Form 214 (Certificate of Release or Discharge from Active Duty) reflect that he served in Kuwait from August 1996 to December 1996, vice the 12 August 1997-15 December 1997 dates shown in the remarks section of that form.
3. The applicant submits a copy of an 8 August 1996 manifest report of soldiers, including himself, assigned to the 215th CS (Combat Support) Battalion, and a copy of an order showing that he was awarded the Joint Service Achievement Medal for meritorious service during the period 10 August 1997 to 9 August 1998 while assigned to the American Forces Korea Network (AFKN).
4. The applicant’s military records show that he entered on active duty on 1 November 1995, and was assigned to Company A, 215th CS Battalion at Fort Hood, Texas. On 10 August 1997 the applicant was assigned to the AFKN in Korea. He returned to the United States and in July 1998 was assigned to Fort Leonard Wood, Missouri. He was released from active duty on 26 February 2000. The remarks section of his DD Form 214 shows service in Kuwait from 970812-971215. Among his awards are the Armed Forces Expeditionary Medal.
5. The applicant's personnel qualification record shows that two overseas service entries, from 970810-980709 in Korea, and from 970812-971215 in Kuwait, duplicate time periods for four months in two locations.
6. The Armed Forces Expeditionary Medal is awarded for service in Southwest Asia, to include the countries of Kuwait and Saudi Arabia, for the period 1 December 1995 to a date to be determined.
CONCLUSIONS:
1. The preponderance of evidence indicates that the applicant's service in Kuwait is not as shown in the remarks section of his DD Form 214, and not as indicated in the applicant's personnel qualification record. He was in Korea from August 1997 to December 1997.
2. The year entries concerning the period that he served in Kuwait as shown on his personnel qualification record appears to be an administrative error. That error was transcribed to his DD Form 214. It is believed that the applicant served in Kuwait during the time period stated by the applicant. The award of the Armed Forces Expeditionary Medal adds credence to his contention of service in Kuwait in 1996.
3. Consequently, the entry in the remarks section of the applicant's DD Form 214 should reflect service in Kuwait from August 1996 to December 1996.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the applicant served in Kuwait from August 1996 to December 1996.
