The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military records.

         Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests reconsideration of his previous request, in effect, that he be given credit for the Anzio Campaign and assault landing credit for landings on North Africa and Sicily and that they be added to his WD AGO Form 53-55, Enlisted Record and Report of Separation – Honorable Discharge.

2. The applicant states, in effect, that the campaign credit and credit for assault landings in North Africa and Sicily were not added to his report of separation.

3. The applicant provides a copy of two articles from the Army Times in support of his application.

CONSIDERATION OF EVIDENCE:

1. Incorporated herein by reference are military records, which were summarized, in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR2002075353 on 7 November 2002.

2. The applicant submitted two Army Times articles, which relate to his World War II wartime unit of assignment, in support of his contentions that have not been seen previously by the Board. These articles are new evidence and therefore will be considered by this Board.

3. The applicant's service personnel record shows that he was inducted into the Army of the United States on 2 January 1943. He served as a light truck driver (Military Occupational Specialty, 345).

4. The applicant's WD AGO Form 53-55 shows that he departed the Continental United States en route to North Africa on 10 June 1943 and arrived there on 21 June 1943. The applicant returned to the United States on 6 September 1945.

5. Item 32 (Battles and Campaigns) of the applicant’s WD AGO Form 53-55 shows that he received credit for participating in four campaigns: Naples – Foggia, which extended from 9 September 1943 through 21 January 1944; Rome – Arno which extended from 22 January 1944 through 9 September 1944; Northern Apennines, which extended from 10 September 1944 through 4 April 1945; and the Po Valley Campaign, which extended from 5 April 1945 through 8 May 1945.

6. The applicant’s WD AGO Form 24, Service Record, shows that he was assigned to Company A, Supply Battalion, 1st Armored Division, from 26 August 1943 through 14 January 1945; he was assigned to the Medical Detachment, Supply Battalion, 1st Armored Division, from 15 January 1944 through 19 July 1944; he was assigned to Headquarters and Headquarters Company, 1st Armored Division Trains, from 20 July 1944 through 8 February 1945; and he was assigned to the 87th Mountain Infantry Regiment from 9 February 1945 to 25 July 1945. On 26 July 1945, he was assigned to Company L, 350th Infantry Regiment, 88th Infantry Division, and remained assigned to this unit until he departed Italy for his return to the United States.

7. Department of the Army (DA) Pamphlet 672-1, Unit Citation and Campaign Participation Credit Register, dated 6 July 1961, shows, among other information, campaign credit during World War II. This document shows the units to which the applicant was assigned, Company A, Supply Battalion, 1st Armored Division, received campaign credit for the Naples-Foggia Campaign while he was assigned to it; Headquarters and Headquarters Company, 1st Armored Division Trains, received campaign credit for the Naples-Foggia, the Rome-Arno and the Northern Apennines Campaigns while he was assigned to it; and the 87th Mountain Infantry Regiment also received campaign credit for the Northern Apennines and the Po Valley Campaigns while he was assigned to it.

8. DA Pamphlet 672-1 shows that the Supply Battalion, 1st Armored Division, to include Company A, received assault landing credit for the landing at Oran, North Africa, for the period 8 through 10 November 1942.

9. The invasion of Sicily during Operation Husky, according to the news article published in the Army Times that the applicant provided in support of his application to this Board, took place in July 1943. In July 1943, the applicant was in North Africa and was assigned to the 389th Port Battalion.

10. In the processing of this case, it was noted that Item 36 (Service Outside the Continental U.S. and Return) was not correct/complete. According to the applicant's WD AGO Form 24, the applicant departed from North Africa on 25 October and arrived in Italy on 28 October 1943. He departed Italy on 21 August 1945 and arrived in the United States on 6 September 1945.

DISCUSSION AND CONCLUSIONS:

1. The applicant was assigned to Company A, Supply Battalion, 1st Armored Division, until 14 January 1944. The campaign on Anzio did not begin until 22 January 1944. Company A, received campaign participation credit for Anzio.

2. The applicant was assigned to the Medical Detachment, Supply Battalion, 1st Armored Division, on 15 January 1944, 7 days before the campaign on Anzio had begun. The Medical Detachment did not receive campaign participation credit for Anzio.


3. None of the units of the 1st Armored Division to which the applicant was assigned received assault landing credit for Sicily; therefore, he is not entitled to assault landing credit for Sicily.

4. At the time of the assault landing at Oran, North Africa, from 8 through 10 November 1942, the applicant had not yet been inducted into the Army of the United States. He was not inducted until 2 January 1943; therefore, he is not entitled to assault landing credit for Oran in North Africa.

5. The 389th Port Battalion was not awarded assault landing credit for the invasion of Sicily.

6. The 389th Port Battalion was awarded campaign participation credit and assault landing credit for Anzio for the period 22 through 23 January 1944; however, the applicant was reassigned to Company A, Supply Battalion, 1st Armored Division, on 26 August 1943, and 7 days before the campaign on Anzio had begun, he was again reassigned to the Medical Detachment, Supply Battalion, 1st Armored Division.

BOARD DETERMINATION/RECOMMENDATION:


1. The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR2002075353 dated 7 November 2002. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by making a correction to Item 36 of the applicant's WD AGO Form 53-55 to show that he departed from North Africa on 25 October and arrived in Italy on 28 October 1943 and that he departed Italy on 21 August 1945 and arrived in the United States on 6 September 1945.

2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to award of credit for the Anzio


Campaign and assault landing credit for landings on North Africa and Sicily and their addition to his Enlisted Record and Report of Separation – Honorable Discharge.
