2. The applicant requests, in effect, correction of his DD Form 214 (Report of Separation from the Armed Forces of the United States) for the period ending
24 May 1956 to show his airborne status and award of the Silver Star.
3. The applicant states that his discharge document should show his airborne status. He also contends that he was given the Silver Star but he turned it down. In support of his application, he submits a certificate of completion for the Basic Airborne Course; a certificate of completion for the Air Transportability Course; and a page from the 7th Infantry Division Command Report, dated 1-31 October 1952.
4. The applicant's request for award of the Silver Star was addressed by separate correspondence. Therefore, this portion of the applicant's request will not be discussed further in these Proceedings.
5. The applicant’s military records have been lost or destroyed. This case is being considered using reconstructed records. The applicant's reconstructed records consist primarily of the DD Form 214 for the period ending 24 May 1956 and several Morning Reports.
6. The applicant's DD Form 214 for the period ending 24 May 1956 shows that he had 3 years and 1 day of prior service before reenlisting on 12 July 1951 for a period of 6 years. He served as a light vehicle driver in Korea and was discharged on 24 May 1956 with a general discharge.
7. The available records do not contain a discharge document covering the applicant's active duty service prior to 12 July 1951.
8. The available records do contain a DD Form 214 for the period of service from 12 July 1951 through 24 May 1956. This DD Form 214 shows the Combat Infantryman Badge, the Army of Occupation Medal with Japan Clasp, the National Defense Service Medal, the Good Conduct Medal, the United Nations Service Medal, and the Korean Service Medal with two bronze service stars as authorized awards.
9. Item 31 (Service Training Courses Successfully Completed) on the applicant's DD Form 214 is blank.
10. The applicant provided a certificate, dated 21 September 1948, which shows that he completed the Basic Airborne Course at the Infantry School at Fort Benning, Georgia. This certificate also states that the applicant is rated as a qualified Parachutist and Gliderman.
11. The applicant also provided a certificate, dated 14 March 1949, which shows that he completed the Air Transportability Course at the 82nd Airborne Division, Air Transportability School at Fort Bragg, North Carolina.
12. Special Regulation Number 615-360-1 (Enlisted Personnel), in effect at the time, established the procedures to be followed in the separation of enlisted personnel from active military service and described the proper method of execution and disposition of the various forms, records, and reports required. In pertinent part, it directed that a DD Form 214 would not be furnished to members of the Regular Army and reserve components who reenlisted in the Regular Army at station of discharge within 24 hours of discharge. This regulation also states, in pertinent part, that installation training courses (qualification courses), military correspondence course, and off-duty courses will be entered in item
31 (Service Training Courses Successfully Completed).
13. Army Regulation 600-8-22, in pertinent part, sets forth requirements for award of the basic Parachutist Badge. Award of the basic Parachutist Badge requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the Infantry School, or have participated in at least one combat parachute jump.
14. Army Regulation 600-8-22 states, in pertinent part, that award of the Glider Badge was discontinued effective 3 May 1961. The regulation authorizes wear of the Glider Badge if the individual met the eligibility requirements then in effect. The regulation also provides for award of the Glider Badge retroactively when it can be established by means of sufficient documentation that the proficiency tests then prescribed were satisfactorily completed while the individual was assigned or attached to an airborne unit, or to the Airborne Department of the Infantry School, or by participating in at least one combat glider landing into enemy-held territory as a member of an organized force carrying out an assigned tactical mission for which the unit was credited with an airborne assault landing by the theater commander.
CONCLUSIONS:
1. Evidence of record shows the applicant completed the Basic Airborne Course on 21 September 1948. Evidence of record also shows he completed the Air Transportability Course on 14 March 1949. Since there is no discharge document for this period of service, the Board determined that, as an exception to policy, the applicant's DD Form 214 covering the period of service from 12 July 1951 through 24 May 1956 should be corrected to show completion of the Basic Airborne Course and the Air Transportability Course in item 31.
2. The applicant's certificate of completion for the Basic Airborne Course shows that he was rated as a qualified Parachutist and Gliderman effective
21 September 1948. Therefore, the applicant's DD Form 214 for the period ending 24 May 1956 should be corrected to show award of the Parachutist Badge and the Glider Badge.
3. In view of the foregoing, the applicant's records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by:
a. by deleting the entry, "None" in item 31 on the applicant's DD Form 214 for the period ending 24 May 1956;
b. by adding the entries, "Basic Airborne Course" and "Air Transportability Course" in item 31 on the DD Form 214; and
c. by adding the entries, "Parachutist Badge" and "Glider Badge" in item 27 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) on the DD Form 214.
