         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his report of separation (DD Form 214) be corrected to reflect the awards he received while serving in enlisted status, his Prisoner of War (POW) Medal, and the date he was wounded should reflect the year 1953.

3. The applicant states, in effect, that his DD Form 214 does not reflect all of his awards and the date he was wounded indicates he was wounded on 15 July 1963 and should reflect the year 1953.

4. The applicant’s military records show that he served on active duty in an enlisted status from 13 September 1940 to 13 November 1945. He served in the Washington Army National Guard in an enlisted status from 11 May 1947 until he was commissioned as a second lieutenant on 11 August 1950. He entered active duty on 14 August 1950 and served until he was honorably released from active duty (REFRAD) in the rank of major on 31 May 1966. He had served 20 years, 8 months and 13 days of total active service and was placed on the Retired List effective 1 June 1966. The DD Form 214 issued at the time of his REFRAD indicates that he was wounded in Korea on 15 July 1963 and he was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Purple Heart, the Armed Forces Reserve Medal and the Army Commendation Medal.

5. A review of his records shows that he was awarded the Purple Heart for wounds received on 14 July 1953, when he was captured by the North Koreans. He was repatriated on 25 August 1953. His records also show that he was awarded the Good Conduct Medal, the American Defense Service Medal, the American Campaign Medal, the Asiatic-Pacific Campaign Medal, the European-African-Middle Eastern Campaign Medal, the World War II (WWII) Victory Medal, the Army of Occupation of Germany Medal, and seven overseas service bars.

CONCLUSIONS:

1. It appears that an administrative error resulted in the omission of several of his awards at the time of separation and that the date he was wounded was incorrectly reflected on his DD Form 214.

2. Although he was awarded the POW Medal subsequent to his separation, it would be appropriate to enter it on his DD Form 214 at this time.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.



RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was wounded in Korea on 14 July 1953 and that he was awarded the Good Conduct Medal, the American Defense Service Medal, the American Campaign Medal, the Asiatic-Pacific Campaign Medal, the European-African-Middle Eastern Campaign Medal, the WWII Victory Medal, the Army of Occupation of Germany Medal, the POW Medal and seven overseas service bars.
