         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: That her DD Form 214, Certificate of Release or Discharge from Active Duty, for the period 16 February through 15 March 1991, be corrected to add in the Remarks section that she was activated in support of Operation Desert Storm.

APPLICANT STATES: The Department of Veterans Affairs will not give her any benefits without this addition.

EVIDENCE OF RECORD: The applicant's military records show:

She enlisted in the Army National Guard (ARNG) on 19 July 1989.

She served her initial entry training from 27 July to 22 November 1989, and was awarded the military occupational specialty of unit supply specialist.

She entered active duty once again on 16 February 1991, and was honorably released from active duty on 15 March 1991. The DD Form 214 she was issued for that period does not indicate why she was ordered to active duty, nor do her records contain any indication of why she was ordered to active duty.

On 18 July 1995, the applicant was honorably discharged from the ARNG at the expiration of her term of service, and transferred to the Army Reserve Control Group (Annual Training) to complete the remainder of her 8-year statutory military service obligation.

In the processing of this case, the Operation Desert Shield/Storm Data Files were reviewed. The applicant’s name was not contained in those data files.

Army Regulation 635-5, states that a DD Form 214, Item18, Remarks, is used for Department of the Army mandatory requirements when a separate block is not available, and as a continuation for entries in blocks 11, 13, and 14.

DISCUSSION
: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record and applicable law and regulations, it is concluded:

1. While the applicant served on active duty during Operation Desert Storm, there is no evidence which would show that she was ordered to active duty in support of Operation Desert Storm.

2. The applicant may have been ordered to active duty for special work at her unit, or may have been ordered to active duty for some form of schooling.



3. Without evidence to show that the applicant was ordered to active duty in direct support of Operation Desert Storm, there is no basis for granting her request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
