2. The applicant requests award of the National Defense Service Medal and unspecified marksmanship qualification badges.
3. The applicant states that these items were not properly annotated on his DD Form 214 (Certificate of Release or Discharge from Active Duty). In support of his application, he submits a copy of his DD Form 214 and a document titled "Reinstatement of the National Defense Service Medal."
4. The applicant’s military records show that he enlisted on 29 June 1999 and trained as a light wheel vehicle mechanic. On 31 October 2001, the applicant was honorably discharged under the provisions of Army Regulation 635-40 for disability with entitlement to severance pay.
5. The applicant's DD Form 214 does not show the National Defense Service Medal or any marksmanship qualification badges as authorized awards.
6. The applicant is eligible for the National Defense Service Medal for his honorable service after 11 September 2001.
7. Item 9 (Awards, Decorations & Campaigns) on the applicant's DA Form 2-1 (Personnel Qualification Record) shows the applicant received the Marksmanship Qualification Badge with Rifle Bar and the Marksmanship Qualification Badge with Grenade Bar. However, there is no evidence in the applicant's service personnel records which shows the degree (marksman, sharpshooter or expert) in which the applicant qualified for these qualification badges.
8. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that the National Defense Service Medal is awarded for honorable active service for any period between 27 July 1950 through 27 July 1954, 1 January 1961 through 14 August 1974, 2 August 1990 through 30 November 1995 and 11 September 2001 to a date to be determined.
9. Army Regulation 600-8-22, in pertinent part, sets forth requirements for award of basic marksmanship qualification badges. The qualification badge is awarded to indicate the degree in which an individual has qualified in a prescribed record course, and an appropriate bar is furnished to denote each weapon with which the individual has qualified. The qualification badges are in three classes: Expert, Sharpshooter, and Marksman.
CONCLUSIONS:
1. The applicant is entitled to the National Defense Service Medal for his honorable service after 11 September 2001. Therefore, the applicant is entitled to correction of his DD Form 214 to show this medal.
2. Evidence of record shows the applicant received the Marksmanship Qualification Badge with Rifle Bar and the Marksmanship Qualification Badge with Grenade Bar. However, there is no evidence in the applicant's service personnel records which shows the degree (marksman, sharpshooter or expert) in which the applicant qualified for these qualification badges. Based on the foregoing, the Board determined that it would be appropriate to show that the applicant qualified as "marksman" on both qualification badges. Therefore, the applicant is entitled to correction of his DD Form 214 to show award of the Marksman Marksmanship Qualification Badge with Rifle Bar and the Marksman Marksmanship Qualification Badge with Grenade Bar.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the National Defense Service Medal, the Marksman Marksmanship Qualification Badge with Rifle Bar and the Marksman Marksmanship Qualification Badge with Grenade Bar.
