         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests correction of item 28 (Battles and Campaigns) on her WD AGO Form 53-98 (Military Record and Report of Separation) to show "Pearl Harbor" instead of "None."

3. The applicant states that on 7 December 1941, at the time of the Japanese attack, she was on duty at her assigned job at Tripler General Hospital in Hawaii. She continued her work at Tripler during the attack and administered care to many servicemen. She contends that later she was in charge of the gas gangrene ward. In support of her application, she submits a copy of her WD AGO Form 53-98.

4. The applicant’s military records were destroyed or lost during the National Personnel Records Center fire of 1973. Records available to the Board were obtained from alternate sources and show that the applicant entered active duty on 1 November 1939. She served as a nurse at Tripler General Hospital in Hawaii from 9 July 1940 until she was released from active duty on 5 August 1942.

5. Item 28 (Battles and Campaigns) on her WD AGO Form 53-98 shows the entry, "None."

6. The Board notes that the applicant is eligible for the American Campaign Medal, the Asiatic-Pacific Campaign Medal, the American Defense Service Medal and the World War II Victory Medal which are not shown on her WD AGO Form 53-98.

7. Appendix B (Campaigns, Service Requirement, and Inscriptions Prescribed for Streamers) of Army Regulation 600-8-22 (Military Awards) does not list "Pearl Harbor" as an authorized campaign. However, War Department General Orders Number 75, dated 29 October 1943, show that the Central Pacific in the Asiatic-Pacific Theater was added to the battles and campaigns of the United States Army. The Hawaiian Islands on 7 December 1941 only was included in the Central Pacific Campaign.

8. Army Regulation 600-8-22 provides, in pertinent part, for award of the American Campaign Medal. This campaign medal is awarded for qualifying service in the American Theater between 7 December 1941 and 2 March 1946. Qualifying service includes permanent assignment outside the continental United States, duty as a crewmember aboard a vessel sailing ocean waters for
30 consecutive or 60 nonconsecutive days, or duty outside the continental United States as a passenger or in a temporary duty status for 30 consecutive or
60 nonconsecutive days, or active combat against the enemy and was awarded a combat decoration or furnished a certificate by a corps commander or higher, or service within the continental United States for an aggregate period of one year.
9. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, for award of the Asiatic-Pacific Campaign Medal. It is awarded for service in the Asiatic-Pacific Theater of Operations between 7 December 1941 and 2 March 1946. Qualifying service for this award includes permanent assignment in the theater, service in a passenger or a temporary duty status for 30 consecutive or 60 nonconsecutive days, or active combat against the enemy and awarded a combat decoration or furnished a certificate by the commanding general of a corps or higher unit showing actual participation in combat.

10. Army Regulation 600-8-22 provides, in pertinent part, for award of the American Defense Service Medal for service within the American Theater between 8 September 1939 and 7 December 1941 under orders to active duty for a period of 12 months or longer.

11. Army Regulation 600-8-22 provides, in pertinent part, for award of the World War II Victory Medal. It is awarded for service between 7 December 1941 and 31 December 1946, both dates inclusive.

CONCLUSIONS
:

1. The applicant's WD AGO Form 53-98 shows that she was a nurse assigned to Tripler General Hospital in Hawaii on 7 December 1941.

2. The Board considered the applicant's request to correct item 28 (Battles and Campaigns) on her WD AGO Form 53-98 to show "Pearl Harbor." However, the governing regulation does not show "Pearl Harbor" as an authorized campaign. Therefore, there is no basis for granting the applicant's request.

3. The Board notes that War Department General Orders Number 75, dated
29 October 1943, show that the Hawaiian Islands on 7 December 1941 was included in the Central Pacific Campaign in the Asiatic-Pacific Theater during World War II. Therefore, the applicant is entitled to correction of item 28 (Battles and Campaigns) on her WD AGO Form 53-98 to show the entry, "Central Pacific."

4. Based on the applicant's service on 7 December 1941 at Tripler General Hospital in Hawaii, the applicant is entitled to the American Campaign Medal, the Asiatic-Pacific Campaign Medal, the American Defense Service Medal and the World War II Victory Medal. Therefore, her WD AGO Form 53-98 should be corrected to show these medals.

5. In view of the foregoing, the applicant’s records should be corrected as
recommended below.


RECOMMENDATION
:

That all of the Department of the Army records related to this case be corrected:

a. by deleting the entry, "None" in item 28 (Battles and Campaigns) on the WD AGO Form 53-98 of the individual concerned;

b. by adding the entry, "Central Pacific" in item 28 on her WD AGO Form 53-98;

         c. by deleting the entry, "None" in item 29 (Decorations and Citations) on her WD AGO Form 53-98; and

         d. by adding the entries, "American Campaign Medal", "Asiatic-Pacific Campaign Medal", "American Defense Service Medal" and "World War II Victory Medal" in item 29 on her WD AGO Form 53-98.
