         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his 27 April 1967 DD Form 214 (Report of Transfer or Discharge) be corrected to show an honorable characterization of service.

3. The applicant states that his DD Form 214 does not indicate an honorable discharge. He was on active duty from 28 April 1965 to 27 April 1968.

4. The applicant’s military records show that he was inducted into the Army on 28 April 1965, completed training as a track vehicle mechanic, airborne training at Fort Bragg, North Carolina, and in 1966 completed special forces training, after which he was assigned to a special forces unit at Fort Bragg. He was promoted to Sergeant on 18 November 1966. The applicant completed a 6 week underwater operations (SCUBA) course of instruction in March 1967. The applicant was awarded the Army Good Conduct Medal for the period 28 April 1965 to 27 April 1967.

5. The applicant was released from active duty on 27 April 1967 and ordered to active duty for 11 months in a Reserve status the following day, 28 April 1967. His DD Form 214 reflects his release from active duty, but does not show his character of service.

6. The applicant’s records contain no evidence of derogatory information.

7. Army Regulation 635-5, then in effect, states that a DD Form 214 will be furnished enlisted personnel who are released to the Army Reserve upon completion of the period for which inducted and immediately ordered to active duty as reservists. When an enlisted person is transferred to a Reserve component, enter either Honorable or Under Honorable Conditions, in item 13a (Character of Service) on his DD Form 214.

CONCLUSIONS:

1. The applicant’s service was honorable as evidenced by his records, to include the award of the Army Good Conduct Medal. Consequently, his DD Form 214 should be corrected to show his character of service as Honorable.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.


RECOMMENDATION:

That the applicant’s 27 April 1967 DD Form 214 be corrected by showing that his character of service was Honorable.
