         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military

         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his military occupational specialty (MOS) as "combat engineer."

3. The applicant states that he completed basic training and his second eight weeks of training at Fort Leonard Wood, Missouri. He claims that he was a combat engineer when he got out of school. He states that he was sent to the School Air Force Hospital for 5 months and 2 weeks and was sent back to the Granite City Army Depot where he was discharged as a warehouseman. He would like his combat engineer MOS back on his discharge. He submitted a copy of his DD Form 214 in support of his application.

4. The applicant’s military records show that he was inducted in the Army on 3 December 1963. He successfully completed basic and advanced individual training and was assigned to Granite City Army Depot at Granite City, Illinois, as a crane shovel operator. The applicant was honorably released from active duty on 2 December 1965 in the rank of specialist four.

5. The applicant's DD Form 214 shows the entry "56B20 GEN WAREHOUSE" in item 25a (Specialty Number and Title).

6. The applicant's DA Form 20 (Enlisted Qualification Record) shows he completed basic training, and at the conclusion of advanced individual training, he was awarded duty MOS 627.10 (crane shovel operator). Orders show he was assigned to 574th Engineer Company on or about 23 April 1964 in MOS 627.10. His DA Form 20 shows he served in duty MOS 627.10 during the period 23 April 1964 to 27 May 1965 in the 574th Engineer Company, Granite City Army Depot.

7. The applicant's DA Form 20 shows he was awarded the MOS 56B20 (general warehouseman) effective 25 May 1965, however, there are no orders available to the Board which awarded him this MOS. His DA Form 20 also shows that he served in duty MOS 56B20 from 28 May 1965 to 3 December 1965.

8. The applicant's service personnel records contain Headquarters 593rd Engineer Group (Maintenance and Supply) Granite City Army Depot Special Orders Number 178, dated 3 November 1965, which released him from active duty on 2 December 1965 in MOS 56B20.

9. Army Regulation 611-201 (Enlisted Career Management Fields and Military Occupational Specialties) lists the code "5-73.070 (truck-crane operator)" as the related civilian occupation for 627.10 (crane shovel operator).

10. Army Regulation 635-5 (Separation Documents) established the standardized policy for preparing and distributing the DD Form 214. The regulation provides, in pertinent part, that the primary military occupational specialty (PMOS) and all additional military occupational specialties (MOS) served in for a period of one year or more, during the soldier’s continuous active military, service will be entered in item 25a (Specialty Number & Title).

11. Army Regulation 611-201 (Enlisted Career Management Fields and Military Occupational Specialties), in effect at the time, prescribed the enlisted military occupational specialties used for classification of positions and personnel of the Army. This regulation stated that each specialty contained a title, code, listing of duties, required skills and knowledges, physical and mental requirements, listing of related civilian occupations, and the standards of grade authorization.

CONCLUSIONS:

1. The Board considered the applicant's request for correction of his records to show his MOS as "combat engineer."

2. Evidence of record shows the applicant successfully completed advanced individual training and was awarded the primary MOS 627.10 (crane shovel operator).

3. Evidence of record also shows he served in the primary MOS 627.10 for a period of 1 year and 1 month.

4. Since the applicant was awarded the primary MOS 627.10 and served in that MOS for a period of 1 year, the Board determined that it would be appropriate to correct his records to show his primary MOS as "627.10 (crane shovel operator)."

5. Based on the correction in paragraph 4, above, the Board also determined that it would be appropriate to amend item 25b (Related Civilian Occupation and D.O.T. Number) to show the entry "5-73.070 (truck-crane operator)."

6. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records, but only as recommended below.

RECOMMENDATION:

1. That all of the Department of the Army records related to this case be corrected:

a. by deleting the entry "56B20 GEN WAREHOUSE" from
item 25a (Specialty Number and Title) on the DD Form 214 of the individual concerned;

         b. by deleting the entry "1-38.04 STOCK CLERK" from item 25b on his DD Form 214;
c. by adding the entry "627.10 (CRANE SHOVEL OPERATOR)" to
item 25a on his DD Form 214; and

         d. by adding the entry "5-73.070 (truck-crane operator)" to item 25b on his DD Form 214.

2. That so much of the application as is in excess of the foregoing be denied.
