2. The applicant requests that his report of separation (DD Form 214) be corrected to show his award of the Army Commendation Medal (ARCOM), the Army Good Conduct Medal (AGCM) and his overseas service.
3. The applicant states, in effect, that his DD Form 214 does not reflect his awards of the ARCOM, AGCM and time served overseas.
4. The applicant’s military records, though somewhat incomplete, show that he enlisted on 3 June 1998, for a period of 4 years, training as a heavy wheeled vehicle mechanic and participation in the Army College Fund.
5. Although his record of assignments are not present in the available records, they show that he was awarded two Army Achievement Medals (AAM) while stationed at Fort Carson, Colorado. They covered the periods from 26 May to 17 June and 10 September to 15 October 2000.
6. His records also show that he was awarded the AGCM for the period of 1 June 1998 to 30 May 2001, while he was serving in Korea in the pay grade of E-4.
7. A review of the available records fails to show that he was awarded the ARCOM nor does it show the period he served in Korea.
8. On 2 June 2002, he was honorably released from active duty (REFRAD) at Walter Reed Army Medical Center in Washington, D.C., due to completion of his required service. He was transferred to the United States Army Reserve (USAR) Control Group (Reinforcement) and had served 4 years of total active service.
9. The DD Form 214 issued to the applicant at the time of his REFRAD shows that he was awarded the Army Service Ribbon and that he had no foreign service. It also indicates that he was separated on temporary records and a soldier's affidavit.
10. In the processing of this application a letter was dispatched to the applicant from a staff member of the Board requesting a copy of orders awarding him the ARCOM. No response has been received to that letter to date.
CONCLUSIONS:
1. The available evidence of record fails to show that the applicant was awarded the ARCOM; nor does it establish the period he served overseas. Accordingly, in the absence of information to the contrary, it must be presumed that the absence of that information from his DD Form 214 is correct.
2. However, there is evidence to show that he was awarded the AGCM and two awards of the AAM. Accordingly, the Board finds that it would be in the interest of justice to add those awards to his DD Form 214 at this time.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the AGCM and two awards of the AAM.
2. That so much of the application as is in excess of the foregoing be denied.
