         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his discharge document be corrected to show that he was assigned to the 3103rd Signal Service Battalion.

3. The applicant states that he was assigned to Headquarters Company 3103rd Signal Service Battalion during World War (WW) II, and he would like to have this unit reflected on his discharge and not the training unit currently shown there.

4. In support of his request, he submits a copy of his WD AGO Form 53-55 (Enlisted Record and Report of Separation - Honorable Discharge), pages from a novel that mentions the 3103rd Signal Service Battalion and a copy of orders with the 3103rd Signal Service Battalion letterhead awarding him the Good Conduct Medal. It appears the applicant is submitting the pages from the novel to show that the unit designation at one time was classified. The fact that it is now mentioned in a public document indicates it is no longer classified.

5. The applicant’s military records were lost or destroyed in the 1973 fire at the National Personnel Records Center. Information herein is based upon the documents provided by the applicant.

6. His WD AGO Form 53-55 shows that he entered active duty on 28 August 1943, and served in the European Theater of Operations from 12 February 1944 through 23 June 1945. He was honorably separated on 6 October 1945, as a Technician 5th Grade. He was awarded the European-African-Middle Eastern Service Medal and the Good Conduct Medal. In addition, he participated in four campaigns and qualified as a marksman with the carbine.

7. On 9 October 1944, the 3103rd Signal Service Battalion issued General Order Number 3, which awarded the applicant the Good Conduct Ribbon. The order is marked "Restricted."

8. The applicant is not mention by name in the pages of the novel he submitted.

CONCLUSIONS:

1. The evidence of record shows that the applicant was assigned to Headquarters Company, 3103rd Signal Service Battalion, during WWII and is entitled to have this unit shown on his separation document.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.





RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the organization of the individual concerned during WWII was Headquarters Company, 3103rd Signal Service Battalion; and
