2. The applicant requests, in effect, that his records be corrected to show he served as a “blaster” in Vietnam and that he qualified for four campaign stars during his Vietnam service.
3. The applicant states that his military occupational specialty was 12B30 (Combat Engineer) and that the related civilian occupation is 859.281 (Blaster). He contends that his duties in Vietnam were those of a blaster, not MOS 12B.
4. The applicant’s military records show that he was inducted into the Army of the United States on 28 November 1967. He completed his required training and was awarded MOS 12B. He was promoted to pay grade E-5 effective 1 April 1969.
5. During the period 4 May 1968 to 1 July 1969, he served in Vietnam in MOS 12A (Pioneer), the feeder MOS to 12B, and in 12B.
6. On 8 July 1969, he was honorably separated, in pay grade E-5, under Army Regulation 635-200, chapter 5, based on being an overseas returnee. His DD Form 214 indicates he had 1 year, 7 months and 11 days of creditable service. It also shows he was entitled to award of the Vietnam Gallantry Cross with Palm, the Army Commendation Medal, the National Defense Service Medal, the Good Conduct Medal, the Vietnam Campaign Medal with 1960 Device and the Vietnam Service Medal.
7. Army Regulation 600-8-22 (Military Awards), in pertinent part, authorizes award of a bronze service star, based on qualifying service, for each campaign listed in Appendix B of this regulation and states that authorized bronze service stars will be worn on the appropriate service medal. A silver service star is worn instead of five bronze service stars.
8. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) shows the unit, to which the applicant was assigned, was cited for award of the Republic of Vietnam Civil Actions Honor Medal, First Class Unit Citation for the period 19 December 1966 to 28 June 1969 by DAGO Number 59, dated 1969; and, the Presidential Unit Citation for the period 7 March to 19 June 1968 by DAGO Number 60, dated 1969.
9. Army Regulation 611-201 (Military Occupational Classification and Structure) indicates, in pertinent part, that the duties of MOS 12B, as pertains to demolitions, explosives, minefields and booby traps, include:
a. Loads, unloads, transports, and emplaces explosives.
b. Prepares and installs priming charges and firing systems.
c. Identifies explosive materials as to type and stows and maintains explosive material and equipment.
d. Handles and transports mines, booby traps, and related equipment and materials.
e. Arms, disarms, and installs mines, and
f. Detects breaches and clears mines and booby traps.
CONCLUSIONS:
1. The evidence of record clearly indicates the applicant served as a Combat Engineer and performed only those duties described in AR 611-201 for that MOS. His DD Form 214 correctly shows his MOS as 12B, Combat Engineer, and does not require change. He has not shown otherwise.
2. The applicant is entitled to credit for service in five campaigns during his Vietnam assignment. The applicant’s DD Form 214 shows the Vietnam Service Medal (VSM) as an authorized award. However, evidence of record shows the applicant participated in five campaigns during his assignment in Vietnam which are not correctly shown by award of five bronze service stars for wear on his VSM. They are the RVN Counteroffensive, Phase IV, 2 Apr 68 – 30 Jun 69; RVN Counteroffensive, Phase V, 1 Jul 68 – 1 Nov 68; RVN Counteroffensive, Phase VI, 2 Nov 68 – 22 Feb 69; TET 69 Counteroffensive, 23 Feb 69 – 8 Jun 69; and, RVN Summer – Fall 1969, 9 Jun 69 – 31 Oct 69. Therefore, in accordance with the governing regulation, the applicant is entitled to the VSM with five bronze service stars and correction of his DD Form 214 to show these awards. Army Regulation 600-8-22 provides, in pertinent part, that a silver service star is authorized in lieu of five bronze service stars.
3. The applicant is entitled to credit for service in five campaigns during his Vietnam assignment.
4. The Board notes the applicant is also entitled to the Republic of Vietnam Civil Actions Honor Medal, First Class Unit Citation for the period 4 May 1968 – 21 June 1969 and the Presidential Unit Citation for the period 7 March to 19 June 1968.
5. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by showing the individual concerned was entitled to award of 1 silver service star for participation in five campaigns during his assignment in the RVN on the VSM; the Republic of Vietnam Civil Actions Honor Medal, First Class Unit Citation for the period 4 May 1968 – 21 June 1969; and the Presidential Unit Citation for the period 7 March to 19 June 1968.
2. That so much of the application as is in excess of the foregoing be denied.
