2. The applicant requests to correct his Report of Separation (DD Form 214) to reflect all the awards he received while on active duty.
3. The applicant states an error was done in not showing all the medals he has received. In support of his application, he submits a copy of his DD Form 214.
4. The applicant’s military records show that the applicant enlisted in Chicago, Illinois on 1 April 1969 for a period of 3 years under the Buddy Basic Training Enlistment Option. He successfully completed his training and was transferred to Germany and assigned to the 14th Armored Calvary on 11 September 1969 as a gunner loader. He was promoted to the rank of private first class on 19 September 1969.
5. On 19 September 1970, the applicant was transferred to Vietnam and assigned to the 11th Armored Calvary as an Armor Crewman on 23 September 1970.
6. On 2 February 1971, the applicant was awarded the Army Commendation Medal (ARCOM) for meritorious achievement in connection with military operations against a hostile force in Vietnam. On 21 July 1971, he was awarded the ARCOM with first oak leaf cluster in connection with ground operations against a hostile force.
7. On 14 September 1971, he returned to the United States and was assigned to Ft. Hood, Texas, where he remained until he was honorably released from active duty and was transferred to the USAR on 11 January 1972. He had served 2 years, 9 months and 1 day of total active service and his DD Form 214 shows that he was awarded the National Defense Service Medal, the Vietnam Service Medal with three bronze service stars, the Republic of Vietnam Campaign Medal, the Expert (Rifle M-16) and the Sharpshooter (Rifle M-14) Marksmanship Badges.
8. On 18 January 1972, the applicant was awarded the Good Conduct Medal (GCM) for exemplary behavior for the period 1 April 1969 through 11 January 1972.
9. Army Regulation 600-8-22 provides, in pertinent part, that the Republic of Vietnam Gallantry Cross with Palm Unit Citation was awarded to certain units of the Armed Forces of the United States in recognition by the Vietnamese government for valorous combat achievement during the period from 1 March 1970 through 30 October 1970, inclusive. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) indicates that the 11th Armored Calvary was awarded the Republic of Vietnam Gallantry Cross with Palm Unit Citation by Department of the Army General Order Number 55, dated 1971.
CONCLUSIONS:
1. The GCM was awarded to the applicant after his DD Form 214 was prepared, and subsequent to his discharge so it was not annotated on the document. There is sufficient evidence in the available records to show that the applicant was awarded two ARCOM’s and the GCM. Therefore, the applicant is entitled to correct his records to reflect these awards.
2. The applicant’s unit received the Republic of Vietnam Gallantry Cross with Palm Unit Citation for his service with the 11th Armored Calvary during the period of 1 March 1970 through 30 October 1970. Therefore, he is entitled to correction of his military records to show this award.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected:
a. by showing the individual concerned was awarded the Army Commendation Medal with first oak leaf cluster and the Good Conduct Medal and;
b. by awarding the individual concerned the award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation for valorous combat achievement in Vietnam.
