         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his DD Form 214 be corrected to show award of the Bronze Star Medal and award of Air Medals.

3. The applicant forwards a copy of his DD Form 214, a copy of the General Order awarding him the Bronze Star Medal, a copy of the General Order awarding him the Purple Heart, a copy of the General Order awarding him the Air Medal for the period 21 February 1970 to 8 March 1970, and a certificate with accompanying citation awarding him the second through the nineteenth award of the Air Medal.

4. The applicant’s complete military records are unavailable. Those records available were furnished by the applicant.

5. The applicant’s DD Form 214 shows that he entered on active duty on 3 June 1969 and was honorably discharged on 3 November 1971 in the grade of Private E-1. The applicant was a helicopter repairman, MOS (military occupational specialty) 67N20, who completed the aircraft maintenance appr [?] and the single rotary turret utility helicopter mechanic [course] at Fort Rucker, Alabama. He served in Vietnam from 11 January 1970 to 1 December 1970. He had 2 years, 2 months, and 18 days of service, and over 70 days of lost time. His DD Form 214 shows award of the Vietnam Service Medal with two bronze service stars, the SPS (rifle), the Republic of Vietnam Campaign Medal, and the Purple Heart.

6. The applicant was awarded the Air Medal for meritorious achievement for the period 21 February 1970 to 8 March 1970 per 1st Aviation Brigade General Orders Number 725, 1 February 1971.

7. The applicant was awarded the Bronze Star Medal for meritorious achievement for the period 31 August 1970 to 6 September 1970 per 1st Aviation Brigade General Orders Number 2875, 5 April 1971.

8. A certificate with an accompanying citation shows that the applicant was awarded the second through the nineteenth award of the Air Medal for meritorious achievement for the period 9 March 1970 to 20 November 1970.

9. The applicant’s orders reflecting his awards show that he was assigned to the 170th Aviation Company during his tour in Vietnam, participating in three campaigns. The 170th was awarded the Republic of Vietnam Gallantry Cross Unit Citation with Palm and the Republic of Vietnam Honor Medal First Class Unit Citation during the applicant’s assignment to that unit.


10. Army Regulation 600-8-22, provides in pertinent part, that an Aircraft Crew Member Badge may be awarded by any commander of a unit with aircraft assigned to individuals in a flying status as crewmembers and to non-crewmembers who hold principal assignments as observers, medical aidmen, gunners, maintenance supervisors or technical inspectors. That badge may be permanently awarded to soldiers upon successful completion of formal advanced individual training in career management field 67 MOS.

11. The National Defense Service Medal is awarded for honorable service for any period between 1 January 1961 and 14 August 1974.

CONCLUSIONS
:

1. The applicant was awarded the Bronze Star Medal and the Air Medal. The certificate and the narrative citation that he submits with his application attest to the award of the second through the nineteenth award of the Air Medal and is accepted by the Board. Consequently, the applicant’s records should show award of the Bronze Star Medal, and nineteen awards of the Air Medal.

2. The applicant is entitled to award of the Vietnam Service Medal with three bronze service stars, the Republic of Vietnam Gallantry Cross Unit Citation with Palm, and the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation.

3. The applicant is entitled to award of the Aircraft Crew Member Badge by virtue of his training in the career management field MOS 67.

4. The applicant is entitled to award of the National Defense Service Medal.

5. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Bronze Star Medal, nineteen awards of the Air Medal, the Vietnam Service Medal with three bronze


service stars, the Republic of Vietnam Gallantry Cross Unit Citation with Palm, the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation, the Aircraft Crew Member Badge, and the National Defense Service Medal.
