2. In effect, the applicant requests that her DD Form 214 be corrected to show that she was in Somalia from June 1993 to September 1993.
3. The applicant states that the information was omitted from her DD Form 214.
She requests that she would like to receive credit for the four months away from her family.
4. The applicant’s military records show that she entered on active duty on 28 August 1986. While a member of the 260th Quartermaster Battalion at Hunter Army Air Field in Georgia, she reenlisted for 4 years on 1 March 1990.
5. On 17 July 1993, while a member of that same battalion, she requested extension of her enlistment for 6 months in order to meet retention control points. Her address shown on that request is an APO address, and her request was to her commanding officer with the same APO address, with the location being Mogadishu, Somalia.
6. The applicant was discharged on 28 August 1994 upon her ETS (expiration of term of service). She had 8 years and 1 day of service. Her DD Form 214 shows 11 months and 29 days of foreign service. Her DA Form 2-1 (Personnel Qualification Record) shows that she served in Korea from 8 January 1987 through 6 January 1988. Her DD Form 214 does not show service in Somalia.

Information obtained from the Defense Finance and Accounting Service (DFAS) at Indianapolis on 5 August 2002 revealed that the applicant received foreign service pay for duty in Somalia from 11 May 1993 to 22 August 1993, and that she received hostile fire pay from the months May through August 1993.
8. Army Regulation 635-5, then in effect, provides for the preparation of separation documents, to include the DD Form 214. There are no provisions contained in that regulation to display the foreign country in which deployed. However, the current version of that regulation states in pertinent part, that the remarks section of the DD Form 214 will contain the remark, “Service in (name of country deployed) from (inclusive dates …),” for active duty soldiers deployed with his or her unit during their continuous period of active service.
9. MILPER Message Number 93-202, provided authority to award the Armed Forces Expeditionary Medal to soldiers that participated in operations in Somalia beginning on 5 December 1992. The ending date for award of that medal for service in Somalia was 31 March 1995. To be eligible for award of that medal, a soldier must be a member of a unit engaged in Operation Restore Hope or be engaged in direct support for 30 consecutive days in the area of operations. The soldier must be engaged in actual combat, or duty which is equally as hazardous as combat during the operation.
CONCLUSIONS:
1. At the time of the applicant’s discharge in 1994 there were no provisions for entering on the DD Form 214 information showing the foreign country in which a soldier served when deployed with her unit. The current version of Army Regulation 635-5 requires that information to be entered. The applicant served in Somalia, and in all probability deployed to that country with the 260th Quartermaster Battalion. In all fairness to the applicant the information showing that she served in Somalia should be entered on her DD Form 214.
2. Item 12f of her DD Form 214 should also reflect the period of her service in Somalia.
3. The applicant is entitled to award of the Armed Forces Expeditionary Medal and that award should be reflected on her DD Form 214.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the applicant served in Somalia from 11 May 1993 through 22 August 1993; that item 12f of her DD Form 214 reflect an additional 3 months and 12 days of foreign service; and that she be awarded the Armed Forces Expeditionary Medal.
