2. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) with an effective date of 23 March 1999 to show award of the Parachute Rigger Badge.
3. The applicant states that the Parachute Rigger Badge was omitted from her discharge document. In support of her application, she submits a diploma for the Parachute Rigger Course and a copy of her DD Form 214.
4. The applicant’s military records show that she enlisted in the U.S. Army Reserve (USAR) on 9 October 1979 and was honorably discharged from the USAR on 18 September 1985. She enlisted in the North Carolina Army National Guard on 20 September 1985. The applicant was ordered to active duty in support of Operation Desert Storm from 12 February 1991 through 26 April 1991 and Operation Desert Fox from 29 July 1998 through 23 March 1999. She was honorably discharged from the North Carolina Army National Guard on
29 February 2000.
5. The applicant’s DD Forms 214 do not show the Parachute Rigger Badge as an authorized award.
6. The applicant provided a diploma from the U.S. Army Quartermaster School in Fort Lee, Virginia, which shows she completed the Parachute Rigger Course on 19 August 1983.
7. The applicant’s DA Form 2-1 (Personnel Qualification Record) shows she served as a parachute rigger in military occupational specialty (MOS) 43E during her USAR service from 9 October 1979 through 18 September 1985.
8. Army Regulation 600-8-22 (Military Awards), in pertinent part, sets forth requirements for award of the Parachute Rigger Badge. Award of the Parachute Rigger Badge requires that an individual must have successfully completed the Parachute Rigger course conducted by the U.S. Army Quartermaster School and holds an awarded MOS of 43E (enlisted) or 401A (warrant officers). Officers qualify upon successful completion of one of the following courses: Aerial Delivery and Materiel Officer Course; Parachute Maintenance and Aerial Supply Officer Course; Parachute Maintenance and Airdrop Course (officer or enlisted) or Parachute Rigger Course (enlisted). Sergeants Major and Master Sergeants who hold by career progression a MOS of 00Z or 76Z and formerly held an awarded MOS of 43E are qualified for award of the Parachute Rigger Badge.
CONCLUSIONS:
1. Evidence of record shows the applicant completed the Parachute Rigger Course conducted by the U.S. Army Quartermaster School on 19 August 1983. Evidence of record also shows her MOS was 43E (parachute rigger) at that time. Therefore, the Board determined there was sufficient evidence on which to base award of the Parachute Rigger Badge in this case.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Parachute Rigger Badge on her DD Form 214 with an effective date of 23 March 1999.
