APPLICANT REQUESTS: That his basic active service date (BASD) be adjusted from 21 January 1993 to 26 September 1992.
APPLICANT STATES: That his BASD was not changed at the time of his discharge. To substantiate his case he cites a 29 October 1993 DA Form 1506 (Statement of Service – for Computation of length of Service for Pay Purposes).
EVIDENCE OF RECORD: The applicant's military records show:
That following Army Reserve service from 21 January 1992 to 21 January 1993 the applicant enlisted in the Regular Army and served on active duty until 9 September 1998 when he was discharged with disability severance pay.
The 1993 DA Form 1506, which the applicant submitted, shows calculations adjusting his BASD by subtracting 3 months and 25 days (the Reserve time he spent on active duty) from his 21 January 1993 (the date of his enlistment). This yields a BASD of 26 September 1992, the date listed as his BASD on the form.
His DA Form 2A, (Personnel Qualification Record Part 1) dated 12 August 1998 shows the applicant's BASD as 26 September 1992
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. The record reflects that, contrary to the applicant's assertion, the change of his BASD to 26 September 1992 has already been made.
2. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

On 3 December 1998, the soldier submitted a DA Form 4187 requesting retirement on 1 September 1999, which reflects that he intended to retire with 22 years of AFS. The opinion further states that the applicant was aware for over 4 months before retirement that he would not have 22 years of AFS at his requested retirement date, and while soldiers are authorized to request change or withdrawal of an approved retirement, there is no evidence that the applicant requested to change or withdraw...

The applicant states, in effect, that his appointment and orders to active duty in the Army do not properly reflect all the constructive service credit he was due based on his prior active military service in the United States Navy (USN). Therefore, it would be appropriate to correct his record to show his BASD is 6 June 1992, based on the 6 years, 11 months, and 8 days of prior active military service he completed in the USN. By regulation, appointment as a MC CPT requires a minimum of 4...

Application for correction of military records (with supporting documents provided, if any). Although his BASD was adjusted to 5 May 1997, the evidence of record shows he entered active duty service in the Regular Army on 25 September 1997. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 12a of his DD Form 214 for the period ending 11 January 2006 to show his date of entry on active duty as "1997 09 25."

A DA Form 1506 on file in the applicant's record shows that he completed 9 years, 2 months, and 10 days of active military service on active duty between 22 May 1985 and 1 August 1994, and that he was credited with completing 115 days of active service in the USAR between 2 August 1994 and 14 July 1996, prior to entering the HPSP.
