APPLICANT REQUESTS: Award of the Armed Forces Expeditionary Medal (AFEM).
APPLICANT STATES: That he served in Korea and it was his understanding that he and his unit were awarded the AFEM. He also states that his discharge document (DD Form 214) fails to show this award, and that showing the award would give him additional points toward his retirement plan. He submits a copy of his DD Form 214 in support of his request.
EVIDENCE OF RECORD: The applicant's military records show:
He enlisted in the Regular Army as a private, pay grade E-1, on 22 October 1987.
He served in Korea with the 142nd Military Police Company from 1 June 1990 to 19 October 1991.
He was honorably discharged for expiration of term of service on 20 October 1991 and transferred to the USAR Control Group (Reinforcement).
His awards include the Army Commendation Medal, the Good Conduct Medal, the National Defense Service Medal, the Army Service Ribbon, the Overseas Service Ribbon, the M16 Rifle (Sharpshooter) Badge, the .45 Caliber Pistol (Sharpshooter) Badge, the M16 Rifle (Sharpshooter) Badge, the 9MM Pistol (Sharpshooter) Badge, the Hand Grenade (Expert) Badge and the Army Lapel Button.
His records do not show he was awarded the AFEM.
Army Regulation 600-8-22 provides, in pertinent part, that the AFEM is authorized for U.S. military operations in direct support of the United Nations and U.S. operations for assistance for friendly foreign nations. The AFEM was designated for U.S. military operations in Korea from 1 October 1966 to 30 June 1974.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. The applicant is not entitled to correction of his DD Form 214 to show award of the AFEM.
2. The applicant’s period of service in Korea from 1June 1990 to 19 October 1991 was not in the designated timeframe for an operation of direct support for entitlement to the AFEM.
3. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
4. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
