2. The applicant requests that his receipt of the Good Conduct Medal and his completion of Primary Leadership Development Course (PLDC) be reflected on his DD Form 214 (Certificate of Release or Discharge from Active Duty).
3. The applicant states that he never had a chance to review the DD Form 214.
4. The applicant’s military records show that he enlisted on 4 November 1987 and served on continuous active duty until 11 February 1993 when he was separated with a general discharge due to a pattern of misconduct. Following training as a multi-channel communication equipment operator he was stationed in Germany and served with his unit in the Persian Gulf War where he was advanced to specialist (E-4) and, according to his DD Form 214, earned the Southwest Asia Service Medal with two bronze service stars and the Kuwait Liberation Medal awarded by the Kingdom of Saudi Arabia.
5. There is no indication that the applicant was either awarded or unfavorably considered for award of the Good Conduct Medal. His initial 3-year period of service ended on 3 November 1990. The earliest discreditable incident of record is a 6 December 1991 counseling statement for showing disrespect to noncommissioned officers by the way in which he answered back.
6. His records contains a 1 October 1991 diploma indicating that he completed the PLDC and 2 October 1991 Memorandum For Gaining Commander indicating that the applicant's records should be updated to show completion of the PLDC.
7. Army Regulation 600-8-22 provides that the Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency and fidelity during a qualifying period of active duty enlisted service. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of Federal military service. Although there is no automatic entitlement to the Good Conduct Medal, disqualification must be justified. Current practice requires that the commander provide written notice of non-favorable consideration and permits the individual to respond.
8. Army Regulation 600-8-22 also provides, in pertinent part, that the National Defense Service Medal is awarded for honorable active service for any period between 27 July 1950 through 27 July 1954, 1 January 1961 through 14 August 1974, and 2 August 1990 through 30 November 1995.
9. The regulation also shows that the Noncommissioned Officer Professional Development Ribbon was established by the Secretary of the Army on April 1981. It is awarded to members of Active Army, Army National Guard, and US Army Reserve soldiers for successful completion of designated NCO professional development courses, including the PLDC.
10. The Kuwait Liberation Medal awarded by the Government of Kuwait (KLM-K) was approved on 9 November 1995 and is awarded to members of the Armed Forces of the United States who participated in the Persian Gulf War between 2 August 1990 and 31 August 1993.
CONCLUSIONS:
1. The applicant completed PLDC and that course should be shown on his DD Form 214. Additionally, completion of that course qualified him for award of the Noncommissioned Officer Professional Development Ribbon which should be added to his DD Form 214.
2. He distinguished himself by his conduct, efficiency and fidelity during a qualifying period of active duty enlisted service from 4 November 1987 to 3 November 1990 and earned the Good Conduct Medal as evidenced by his record of offense free behavior, his advancement to pay grade E-4 and his service in Operation Desert Storm.
3. The applicant served in the Persian Gulf War between 2 August 1990 and 31 August 1993 and is entitled to the Kuwait Liberation Medal awarded by the Government of Kuwait (KLM-K).
4. His service on active duty from 2 August 1990 through 11 February 1993 merited award of the National Defense Service Medal.
5. In view of the foregoing finding and conclusions, changing the applicant’s records as recommended below will correct errors.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the authorized awards of the individual concerned include the Good Conduct Medal, the National Defense Service Medal, the Noncommissioned Officer Professional Development Ribbon and the Kuwait Liberation Medal (KLM-K) and that he completed the PLDC.
