THE BOARD ADDITIONALLY FINDS:
19. This is a supplement to AR200049808. Subsequent to the 30 March 2001 consideration of the case the Army Review Boards Agency Support Division, St. Louis, Missouri (ARBA, St. Louis), discovered evidence interpreted as showing the applicant was entitled to an additional bronze service star for wear on the Korean Service Medal. In addition, it was noted that his records indicated he was eligible for the bronze arrowhead device for wear on the Korean Service Medal and a corresponding bronze service star for wear on the Parachutist Badges.
20. A subsection of the REMARKS (Section 9) of the applicant’s Service Record (WD AGO Form 24A) lists his parachute jumps including a combat jump at Munsan on 23 March 1951. This event is also listed on his newer Enlisted Qualification Record (DA Form 20) as Munsan Ni Assault (Parachute Assault Landing).
21. As noted in the original record of proceedings, Army Pamphlet 672-1 (Unit Citation and Campaign Register) shows that the bronze arrowhead device was authorized for the applicant’s unit, the 4th Ranger Infantry Company, and Army Regulation 600-8-22 authorizes a bronze service star to be worn on the Parachutist Badge for each combat parachute jump.
22. As the ARBA St. Louis noted, the WD AGO Form 24A indicates the applicant was in Korea/Japan until 6 August 1951. However, he was wounded on 24 June 1951 and evacuated to Japan and then on to the United States. He would not have been eligible for campaign credit for the UN Summer-Fall Offensive that commenced on 9 July 1951. His DA Form 20 indicates that the applicant was credited with only three campaigns during this enlistment.
THE BOARD ADDITIONALLY CONCLUDES:
8. The applicant is entitled to the bronze arrowhead device for wear on the Korean Service Medal and a corresponding bronze service star for wear on the Parachutist Badge for participation in a combat parachute jump at Munsan Ni, Korea on 23 March 1951.
9. He was not eligible for campaign credit for the UN Summer-Fall Offensive that commenced on 9 July 1951. His DA Form 20 confirms that three is the correct number of campaigns creditable during this enlistment.
10. In view of the foregoing findings and conclusions correcting, the applicant’s record as recommended below would correct an error and rectify an injustice.
THE BOARD ADDITIONALLY RECOMMENDS:
1d. by correcting RECOMMENDATION 1b of the record of proceedings of AR2000049808 to read, “by adding the entries, ‘Korean Service Medal with three bronze service stars and the bronze arrowhead device , National Defense Service Medal, United Nations Service Medal, Ranger Tab, Parachutist Badge with bronze service stars and Republic of Korea Presidential Unit Citation’ in
item 27 of the DD Form 214 with an effective date of 9 January 1952; and”
