2. The applicant requests correction of item 12h (Effective Date of Pay Grade) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the entry “1998 11 10” (10 November 1998) instead of the entry “1999 11 09” (9 November 1999).
3. The applicant states that his date of rank (DOR) on his DD Form 214 is incorrect. In support of his application he submits a copy of his DD Form 214 and a copy of US Army Reserve Personnel Command (AR-PERSCOM) letter, dated 14 December 1998.
4. The applicant’s military records show he enlisted in the US Marine Corps (USMC) on 25 January 1968, as a rifleman. He continued to serve in the USMC until he was honorably discharged on 19 August 1969.
5. He was appointed as a Reserve commissioned officer in the rank of second lieutenant on 11 August 1978, in the Medical Service Corps. He was ordered to active duty (AD) on 7 October 1978, and was released from AD on 15 August 1981.
6. He was ordered to AD in the Army Guard/Reserve on 30 September 1985, in the rank of first lieutenant.
7. He was promoted to the rank of lieutenant colonel (LTC) on 10 November 1998.
8. He continued to serve until he was placed on the Army of the United States Retired List on 30 April 2001, in the rank of LTC.
9. Item 12h (Effective Date of Pay Grade) of the applicant’s DD Form 214 shows his DOR as “1999 11 09.”
10. Information provided by AR-PERSCOM staff revealed that the applicant’s promotion to LTC/0-5 on 10 November 1998, was correct.
CONCLUSIONS:
1. The evidence of record shows that the applicant was promoted to the pay grade of LTC on 10 November 1998. Therefore, he is entitled to correction of
item 12h (Effective Date of Pay Grade) of his DD Form 21 to show the entry
“1998 11 10” (10 November 1998).
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case for the individual concerned be corrected by showing in item 12h (Effective date of Pay Grade) of his DD Form 214 the entry “1998 11 10” (10 November 1998).
