2. The applicant requests, in effect, that his DD Form 214 (Certificate of Release or Discharge from active Duty) be corrected to show that his authorized awards include the Army Achievement Medal with one Bronze Oak Leaf Cluster.
3. The applicant states, in effect, that he already received the awards. He submits photocopies of certificates awarding him the Army Achievement Medal for meritorious service for the period 22 May through 7 June 1987 and for exemplary performance for the period 2 September 1987 to 1 March 1989.
4. The applicant’s military records show that he enlisted and entered active duty on 26 March 1985. He completed training as an armor crewman (19K10) and was stationed in Germany with D Company, 1st Battalion, 32nd Armor Regiment from July 1985 to July 1987 where he was advanced to specialist four (E-4). In late August 1987 he joined 2nd Battalion, 34th Armor Regiment at Fort Riley, Kansas. He was separated with an honorable characterization of service on 25 March 1989 and transferred to the Army Reserve (USAR) Control Group (Reinforcement).
5. The applicant's records contain no orders for either award and the unit records are not available; however, the signatures of the commanders who signed the award certificates appear authentic and correspond to the names of the officers who held those positions at the respective times.
6. Army Regulation 600-8-22 provides, in pertinent part, that the Army Achievement Medal is awarded to any member of the armed forces of the United States, who while serving in a noncombat area on or after 1 August 1981, distinguished themselves by meritorious service or achievement.
7. Army Regulation 600-8-22 shows that the Overseas Service Ribbon was established by the Secretary of the Army on 10 April 1981. The regulation states, in pertinent part, that effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award for successful completion of overseas tours. The award may be awarded retroactively to those personnel who were credited with a normal overseas tour completion before 1 August 1981 provided they had an Active Army status on or after 1 August 1981 and the overseas service is not recognized with another U.S. service medal. Numerals are used to denote the second and subsequent awards of the Overseas Service Ribbon.
CONCLUSIONS:
1. The applicant received two awards of Army Achievement Medal and is entitled to have them listed on his DD Form 214.
2. He earned the Overseas Service Ribbon by completion of a tour of duty in Germany. This award should also be listed on his DD Form 214.
3. In view of the foregoing findings and conclusions, correcting the applicant’s records as recommended below would correct an error.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned is authorized the Army Achievement Medal with one Bronze Oak Leaf Cluster and the Overseas Service Ribbon in addition to the awards already listed on his DD Form 214.
