2. The applicant requests that his records be corrected to show that he was awarded the Presidential Unit Citation and the Combat Engineer Badge.
3. The applicant states that he is entitled to these awards for his service with his engineer unit in Vietnam.
4. The applicant’s military records show that he was inducted and entered active duty on 22 January 1968. He was trained as a supply clerk and was assigned to an engineer battalion in Vietnam as a supply clerk from 5 October 1968 to 30 September 1969. He was separated from active duty on 2 October 1969, in the pay grade of E-3, and transferred to the Army Reserve.
5. Army Regulation 672-5-1, in effect at the time, provided the policy for awards. There was no Combat Engineer Badge listed as an authorized award. The regulation does show that there were four named campaigns during the applicant’s service in Vietnam and he is entitled to a bronze service star on his Vietnam Service Medal for each campaign.
6. Department of the Army Pamphlet 672-3 provides the eligibility for unit citation badges. It shows that the applicant’s unit was awarded the Meritorious Unit Commendation, not the Presidential Unit Citation, during the period of the applicant’s assignment. The pamphlet also shows that the applicant was assigned to a unit during the time that it was awarded the Republic of Vietnam Gallantry Cross with Palm and the Republic of Vietnam Civil Actions Honor Medal, first class.
CONCLUSIONS:
1. The applicant is entitled to an award of the Meritorious Unit Commendation, four bronze service stars on his Vietnam Service Medal, the Republic of Vietnam Gallantry Cross with Palm and the Republic of Vietnam Civil Actions Honor Medal, first class.
2. There is no authorized award of a Combat Engineer Badge.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case for the individual concerned be corrected by showing that he is authorized the Meritorious Unit Commendation, four bronze service stars on his Vietnam Service Medal, the Republic of Vietnam Gallantry Cross with Palm and the Republic of Vietnam Civil Actions Honor Medal, first class.
2. That so much of the application as is in excess of the foregoing be denied.
