APPLICANT REQUESTS: That he be awarded the Korean Service Medal (KSM) and the United Nations Service Medal (UNSM).
APPLICANT STATES: That his ship arrived in Yokahama, Japan sometime during April or May 1954. He was permanently assigned to the Headquarters Company, 8186th Army Unit, Ordnance Field Maintenance Detachment. This unit served as direct support for the troops in Japan and Korea and was under the operational control of the Commander in Chief, Far East in Tokyo. This makes him eligible to receive the KSM and the UNSM.
EVIDENCE OF RECORD: The applicant's military records were lost or destroyed in the National Personnel Records Center fire in 1973. Information contained herein was obtained from alternate sources.
The applicant entered active duty on 30 November 1953. He departed the United States on 25 May 1954 and arrived in Japan around June 1954. He was assigned to the 8186th Army Unit, Ordnance Field Maintenance Detachment. He departed Japan on or about 19 October 1955 and was separated on 7 November 1955.
Army Regulation 600-8-22 provides for award of the KSM for service between 27 June 1950 and 27 July 1954 within the territorial limits of Korea; with a unit under the operational control of the Commander in Chief, Far East, other than one within the territorial limits of Korea, which has been designated by that Commander in Chief as having directly supported the military efforts in Korea; or to an individual furnished an individual certificate by that Commander in Chief testifying to material contribution made in direct support of the military efforts in Korea. It provides for award of the UNSM to members of the Armed Forces dispatched to Korea or adjacent areas for service on behalf of the UN in the action in Korea and to other personnel dispatched to Korea or adjacent areas as members of paramilitary and quasimilitary units designated by the U. S. Government for service in support of the UN action in Korea. Personnel awarded the KSM automatically establish eligibility for the UNSM.
Department of the Army General Orders 39, dated 9 June 1955, lists the staff sections and units not physically located within the territorial limits of Korea which were designated by the Commander in Chief, Far East as having directly supported the military effort in Korea. Personnel assigned to any of the units listed in these orders during the period indicated were awarded the KSM and the UNSM. The 8185th Army Unit, Ordnance Field Maintenance Detachment is listed for the period 15 May – 26 July 1953 and the 8187th Army Unit, Oppama Ordnance Shops is listed for the period 15 November 1951 – 27 July 1954.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. The evidence of record shows that the 8186th Army Unit, Ordnance Field Maintenance Detachment was not among those units designated by the Commander in Chief, Far East as having directly supported the military effort in Korea.
2. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
