         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: That the Southeastern Signal School be added to his DD Form 214 (Report of Separation From The Armed Forces of the United States) and that his eye color be changed to blue.

APPLICANT STATES: That the Southeastern Signal School was left off of his DD Form 214. The applicant also states that his eye color is blue.

EVIDENCE OF RECORD: The applicant's military records show that:

He entered Active Duty on 6 November 1952 and completed training as a radio repairman. He was promoted to the grade of Corporal on 18 September 1954. The applicant was honorably released from active duty on 16 November 1954 and transferred to the Army Reserve.

The applicant's DD Form 214, which is authenticated in his own hand, shows in item 30 (Service Schools or Colleges, College Training Courses and/or Post-Graduate Courses Successfully Completed) the entry "Signal School, Cp Gordon, Ga" [Signal School Camp Gordon, Georgia].

The applicant submitted a copy of the course completion certificate, dated 1 July 1953, for the Radio Repair Course (1648) from the Southeastern Signal School.

The applicant's DD FORM 214, which is authenticated in his own hand, shows in item 12 (Description-eyes) the entry "Brown".

The applicant's Standard Form 88 (Report of Medical Examination) shows in item 54 (color eyes) the entry of "Green".

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. The Board considered the applicant's request for correction of his DD Form 214 to reflect completion of Southeastern Signal School. Evidence of record shows that completion of the Southeastern Signal School is correctly annotated on his DD Form 214 in item 30. Therefore, the applicant's DD Form 214 is correct as currently constituted with regards to completion of training at the Southeastern Signal School.

2. The Board also considered the applicant's request to change the color of his eyes shown on his DD Form 214 from "Brown to Blue". Although there is evidence of record which shows that the applicant's eyes were brown and were green, there is no evidence they were listed as blue. In the absence of medical documentation which confirms that the applicant's eye color was blue at the time of his service, there is no basis for correction of his discharge document at this time.

3. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

4. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
