         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that his Certificate of Release or Discharge from Active Duty, DD Form 214, be amended to delete the Armed Forces Service Medal (AFSM) and add the Armed Forces Expeditionary Medal (AFEM).

3. The applicant states that at the time he was discharged the decision had not yet been made regarding award of the AFEM for service in the Former Republic of Yugoslavia.

4. The applicant’s military records show that he was ordered to active duty from the U. S. Army Reserve on 27 September 1998 for 270 days in support of Operation Joint Forge. He served in Bosnia from 1 October 1998 – 12 May 1999. He also served in Hungary, Croatia, and Germany during this period. He was released from active duty on 28 May 1999. He was awarded the AFSM for his service in Bosnia-Hezogovina.

5. Military Personnel Message number 99-157 authorized award of either the AFEM or AFSM to service members participating in Operation Joint Forge effective 21 June 1998 to a date to be determined. The AFEM was limited to those participants in or providing direct support to Operation Joint Forge who were deployed in the countries of Bosnia-Herzegovina and Croatia. The AFSM was limited to those participants in or providing direct support to Operation Joint Forge who were deployed in Slovenia, Montenegro, Macedonia, Serbia, and Hungary. No service member will be awarded both the AFEM and the AFSM for participation in or direct support of Operation Joint Forge under any circumstances.

CONCLUSIONS:

1. The evidence of record shows the applicant met the eligibility criteria for award of either the AFSM or the AFEM. He is entitled to award of one or the other. He elects award of the AFEM.

2. In view of the foregoing, the applicant’s records should be corrected as recommended below.


RECOMMENDATION:

That the applicant’s DD Form 214 be amended to delete the Armed Forces Service Medal and to add the Armed Forces Expeditionary Medal.
