2. The applicant requests that he be awarded the Combat Infantryman Badge (CIB).
3. The applicant states that he was an infantryman serving in an infantry unit during such time as the unit was engaged in active ground combat.
4. The applicant’s military records show that he was inducted on 29 July 1966, was awarded the military occupational specialty (MOS) of Infantryman, and was promoted to the rank of sergeant.
5. He was assigned to Vietnam on 23 December 1966 and served in the 196th Infantry Brigade until he was wounded in action on 23 November 1967, for which he was hospitalized. He completed his tour in Vietnam and was returned to the United States on 6 January 1968.
6. On 28 July 1968 the applicant was honorably released from active duty at the expiration of his term of service. His separation documents show that he was awarded the National Defense Service Medal, the Vietnam Campaign Medal with 1960 Device, the Vietnam Service Medal, and the Purple Heart. He was also awarded qualification badges for rifles and machine guns.
7. Army Regulation 600-8-22 provides, in pertinent part, that the CIB is awarded to infantry officers and to enlisted and warrant officer persons who have an infantry MOS. They must have served in active ground combat while assigned or attached to an infantry unit of brigade, regimental or smaller size.
CONCLUSIONS:
1. The applicant met all the criteria for award of the CIB, i.e. had an infantryman MOS, served in combat with an infantry unit and was also wounded in action while a member of that infantry unit. It is evident that his failure to be awarded that badge was an oversight, not a deliberate omission.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by awarding to the individual concerned the CIB.

The applicant requests correction of his military records to show that he was awarded the Purple Heart and the Combat Infantryman Badge. The applicant states that his DD Form 214 does not show that he was awarded the Purple Heart or the Combat Infantryman Badge and the MOS reflected on his discharge document is wrong. In his records are Headquarters, 101 st Airborne Division, General Orders Number 3022, dated 27 June 1968, awarding the applicant the Purple Heart for wounds received in...

Army Regulation 672-5-1, in effect at the time when the service member was discharged, required that throughout a qualifying period of service for award of the Good Conduct Medal the enlisted person must have had all excellent conduct and efficiency ratings and no convictions by a court-martial. The applicant's records show that the applicant was awarded the Vietnam Service Medal. As a result, the Board recommends that all Department of the Army records of the individual concerned be...

The Awards Branch, US Total Army Personnel Command has advised, in similar cases, that during the Vietnam era the CIB was awarded only to enlisted individuals who held and served in MOS 11B, 11C, 11F, 11G and 11H. The evidence of record shows that the applicant held an infantry MOS, was assigned to an infantry unit for the entire length of his tour in RVN, and was wounded in combat and awarded the Purple Heart. by showing that the individual concerned was awarded the CIB, and the Good...

The applicant states, in effect, that he does not have copies of his official records of his military service and that the NA Form 13038 (Certification of Military Service) that he was provided by the National Personnel Records Center is not accepted by civilian employers as a replacement to the DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) for verification of veteran's preference. The applicant's military service records do not contain orders for the award...

There are no orders in the applicant’s service personnel records, which show that he was awarded the Purple Heart or the CIB. Army Regulation 600-200, Enlisted Personnel Management System, the regulation then in effect, provides that item 40 (Wounds) of the Enlisted Qualification Record, will contain a brief description of wounds or injuries requiring medical treatment, received through hostile or enemy action, including those requiring hospitalization. The evidence of record shows that...

APPLICANT REQUESTS: That he be awarded the Combat Infantryman Badge (CIB) and the Purple Heart. While it is understandable that the applicant would believe his active combat service would warrant a CIB, it does not. As for the Purple Heart, since there is no record of the applicant being wounded and he has submitted no evidence of such a wound he is not entitled to that decoration either.

He was initially assigned to the A Battery, 6 th Battalion, 29 th Artillery , 4 th Infantry Division as a cannoneer. Although the applicable regulation provides that the CIB is only awarded to personnel who possess an infantry military occupational specialty who are assigned to an infantry unit that engages in ground combat against an enemy; there were exceptions made through a published supplement which clearly indicates that radio operators who served as advisors in infantry or infantry...

I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. Army Regulation 600-8-22 also provides that the Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency and fidelity during a qualifying period of active duty enlisted service. Department of the Army Pamphlet 672-3, Unit Citation and Campaign Participation Credit...

Army Regulation 600-8-22, Military Awards, provides, in pertinent part, that one bronze service star is authorized for the Vietnam Service Medal for each campaign when assigned for duty with a unit during the period in which it participated in combat, or was under order to such unit in a combat zone. Therefore, the Board is of the opinion that the applicant is entitled to the award of the CIB. However, evidence of record shows the applicant served during eight campaigns during his...

There are no orders in the applicant’s service personnel records, which show that he was awarded the CIB or the Purple Heart. The evidence of record shows that the applicant is entitled to the Purple Heart by virtue of the wounds he suffered in Vietnam on 25 April 1969, as authenticated by his DA Form 20. As such, it would appear that the absence of the Army Good Conduct Medal for the period of his service from 12 December 1967 through 3 October 1969 was in error and he is entitled to its...
