A quorum was present during the further consideration and deliberation. The findings appearing in proceedings dated 23 June 1999 were affirmed. The following additional findings, conclusions, and recommendation were adopted by the Board.

THE BOARD ADDITIONALLY FINDS:

14. On 4 August 1999, the applicant’s case was reviewed by the Director, Full Time Support Management Directorate, Army Reserve Personnel Command (AR-PERSCOM). The AR-PERSCOM stated that the applicant served on continuous active duty from 18 June 1979 through 31 July 1987 and is authorized a DD Form 214 (Certificate of Release or Discharge from Active Duty) to cover the entire period of continuous active duty. The AR-PERSCOM also stated that the applicant entered Active Duty for Training on 18 June 1979, was converted from ADT to Active Guard Reserve (AGR) active duty on 30 September 1980 and served on AGR active duty through 31 July 1987.

15. The AR-PERSCOM further stated that they could not provide a reason and authority for the separation on 31 July 1987. The AR-PERSCOM also stated that the reason and authority shown on the applicant’s DD Form 214 with a separation date of 31 July 1987 is incorrect.

THE BOARD ADDITIONALLY CONCLUDES:

4. At the time of the Board’s 23 June 1999 decision in this case, it was the intent of the Board to make the applicant’s record as administratively correct as it should properly have been at the time.

5. The Board notes that the applicant’s case has since been reviewed by AR-PERSCOM. The AR-PERSCOM states that the applicant entered ADT on 18 June 1979, was converted from ADT to AGR active duty on 30 September 1980 and served until 31 July 1987.

6. In view of the additional factors in this case the applicant is entitled to correction of her record to show she served continuously on active duty from 18 June 1979 through 31 July 1987 and is authorized a DD Form 214 to cover the entire period of continuous active duty.

7. The Board also notes that AR-PERSCOM cannot provide a reason and authority for the separation on 31 July 1987 and that the reason and authority shown on the current DD Form 214 is incorrect. However, this Board is unable at this time, to determine the applicant’s reason and authority on her DD Form 214 with a separation date of 31 July 1987. Therefore, this Board directs that the
AR-PERSCOM take appropriate action to prepare the necessary orders needed to release the applicant from her AGR status on 31 July 1987, by reason of Secretarial Authority, Army Regulation 635-200, chapter 5. Upon completion of this action, request that the applicant’s reason and authority on her DD Form 214 with a separation date of 31 July 1987 be corrected to reflect her correct reason and authority for discharge.

In view of the additional information provided by AR-PERSCOM, the applicant is entitled to correction of item 12a (Date Entered AD this Period) to show the entry “79 06 18” (18 June 1979) and correction of item 12c (Net Active Service This Period) of her DD Form 214 (with a separation date of 31 July 1987) to show the entry “8 1 13” (8 years, 1 month, and 13 days).

9. In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below.

THE BOARD RECOMMENDS:

1. That all of the Department of the Army records related to this case be corrected by amending the Board’s recommendation appearing in the proceedings, dated 23 June 1999, for the individual concerned:

         a. by showing the entry “79 06 18” (18 June 1979) in item 12a (Date Entered AD This Period) of her DD Form 214 (with a separation date of 31 July 1987); and

         b. by showing the entry “8 1 13” (8 years, 1 month, and 13 days) in item 12c (Net Active Service This Period) of her DD Form 214 (with a separation date of 31 July 1987.

2. That after issuance of proper orders separating the individual concerned that her DD Form 214 be corrected to show the reason and authority for her separation on 31 July 1987 as Secretarial Authority under the provisions of
AR 635-200, chapter 5.
