         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         Exhibit A - Application for correction of military
records
         Exhibit B - Military Personnel Records (including
         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests correction of his DD Form 214 (Report of Transfer
or Discharge) to show that he was awarded the Combat Infantryman Badge (CIB), the Bronze Star Medal (BSM), the Vietnam Gallantry Cross with Palm Unit Citation, and the Marksmanship Qualification Badge with Automatic Rifle and Machine Gun Bars.

3. The applicant states that his DD Form 214 does not list the aforementioned awards. In support of his application he submits a copy of his DD Form 214
and a copy of DA Form 1577 (Authorization for Issuance of Awards), dated 18 May 1979.

4. The applicant’s military records show he enlisted on 29 August 1968 as a
light weapons infantryman (11B). He served in Vietnam with Company B, 3rd Battalion, 187th Infantry from 11 February 1970 to 22 December 1970 and was honorably discharged on 2 June 1971.

5. The applicant’s DD Form 214 shows he was awarded the National Defense Service Medal, the Vietnam Service Medal, the Vietnam Campaign Medal,
the Sharpshooter Qualification Badge with Rifle Bar, the Army Commendation Medal, and the Air Medal. His discharge document does not show any
additional awards. Records contain orders confirming award of the CIB, BSM, Marksmanship Badge with Automatic Rifle and Machine Gun Bars.

6. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) shows the applicant is entitled to award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation based on Department of the Army General Orders Number 8, dated 1974.

7. Review of the applicant’s service personnel records does not reveal that
he was recommended for or entitled to any other awards or decorations.

CONCLUSIONS:

1. The Board notes that the applicant was awarded the Combat Infantryman Badge, the Bronze Star Medal, the Vietnam Gallantry Cross with Palm Unit Citation, and the Marksmanship Qualification Badge with Automatic Rifle and Machine Gun Bars. Therefore, he is entitled to correction of his records to
show these awards.

2. In view of the foregoing, the applicant’s records should be corrected
as recommended below.




RECOMMENDATION:

That all of the Department of the Army records related to this case for the individual concerned be corrected by showing in item 24 (Decorations and Awards) of his DD Form 214 that he was awarded the Combat Infantryman Badge, the Bronze Star Medal, the Vietnam Gallantry Cross with Palm Unit Citation, and the Marksmanship Qualification Badge with Automatic Rifle and Machine Gun Bars.
