         The Board, established pursuant to authority contained in 10 U.S.C. 1552, convened at the call of the Chairperson on the above date. In accordance with Army Regulation 15-185, the application and the available military records pertinent to the corrective action requested were reviewed to determine whether to authorize a formal hearing, recommend that the records be corrected without a formal hearing, or to deny the application without a formal hearing if it is determined that insufficient relevant evidence has been presented to demonstrate the existence of probable material error or injustice.

         The applicant requests correction of military records as stated in the application to the Board and as restated herein.

         The Board considered the following evidence:

APPLICANT REQUESTS: That his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge), dated 20 July 1962, be corrected in Block 25a (Specialty Number and Title) to show 675.30 - Helicopter Mechanic vice 351.10 - Power Generator Specialist.

APPLICANT STATES: That he was awarded primary military occupational specialty (PMOS) 670.00 (Aircraft Maintenance Crewman) effective 11 March 1961 and was placed in on-the-job training (OJT) in MOS 675.30 on 31 May 1961. In support, he provides: a copy of Letter Order #2-46, dated 7 February 1961, sending him to the Aircraft Maintenance (Entry) Course at Fort Rucker, Alabama; a copy of Special Order #50, dated 13 March 1961, promoting him to private first class; a copy of Special Order #97, dated 31 May 1961, placing him in an OJT status for MOS 675.30; a copy of a US Army Aviation School diploma showing that he successfully completed the Aircraft Maintenance (Entry) Course on 17 March 1961; a copy of a letter from the Commander, US Army Recruiting Main Station, Oklahoma City, Oklahoma, dated 26 January 1965, stating that he could only be reenlisted in his PMOS of 351.10, power generator mechanic; and a copy of Permanent Orders #53-02, dated 22 February 2000, awarding him the Good Conduct Medal for the period 21 July 1959 to 20 July 1962.

EVIDENCE OF RECORD: The applicant's military records show:

He enlisted in the Regular Army for 3 years on 21 July 1959 and served until honorably discharged as a Specialist Five (SP5/E-5) on 20 July 1962.

The applicant received Basic Combat Training with Company A, 1st Battalion, 66th Armor at Fort Hood, Texas. He was then assigned to Headquarters Battery, 1st Howitzer Battalion, 6th Artillery, Fort Hood as a radar mechanic (MOS 211.10).

In June 1960, the applicant was transferred to Fort Sill, Oklahoma where he received service school training as a Redstone Missile electrical maintenance technician (MOS 218.10) and a Corporal Missile electrical maintenance technician (MOS 164.30).

In November 1960, the applicant was transferred to Fort Benning, Georgia where he was assigned to the 94th Transportation Company as a supply clerk (MOS 760.00).

In February 1961, the applicant was sent to Fort Rucker for a 5-week service school as a helicopter mechanic helper (MOS 670.00). He returned to Fort Benning and the 94th Transportation Company and was placed in OJT as a helicopter mechanic (MOS 675.30), effective 31 May 1961. On 14 August 1961, his OJT status was terminated and MOS 675.30 was withdrawn.

On 14 November 1961, the applicant was placed in an OJT status as a finance clerk (MOS 624.10). He was awarded the MOS on 15 January 1962; however, on 24 January 1962, the MOS was withdrawn and he was awarded MOS 351.10, power generator mechanic as his PMOS.

Although there are no unit orders to verify it, the applicant's DA Form 20 (Enlisted Qualification Record) shows that he was assigned duties as a petroleum storage specialist (MOS 552.10). He held this MOS until 9 April 1962 when he once again was assigned duties as a power generator mechanic. He held this MOS as his PMOS at the time of his separation on 20 July 1962.

Army Regulation 635-5, Personnel Separations, then in effect, established uniform administrative procedures and separation forms to be used in connection with the relief from active duty of military personnel. It stated, in pertinent part, that only the PMOS code number and title would be entered in Block 25 of the DD Form 214.

DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:

1. In order to justify correction of a military record, the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

2. The applicant's records indicate that he held many PMOS's during his active duty service. The record also indicates that he received 5 weeks of school training in MOS 670.00 (helicopter mechanic helper) in early 1961, and that he received OJT in MOS 675.30 (helicopter mechanic), but was never awarded the MOS as a PMOS.

3. The applicant's final PMOS at the time of his separation was MOS 351.10 (power generator mechanic). By regulations then in effect, this was the proper MOS for entry on his DD Form 214.

4. In view of the foregoing, there is no basis for granting the applicant's request.

DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
