2.  The applicant requests correction of his military records to reflect award of the Purple Heart, Good Conduct Medal, Combat Infantryman Badge, World War II Victory Medal, Presidential Unit Citation, “Heroic Adventurous Achievement with V-Device”, campaign ribbons for Normandy, Northern France and Rhineland and all other medals and ribbons he is entitled.

3.  Most of the applicant’s military personnel records were lost or destroyed during the 1973 fire at the National Personnel Records Center.  His available records indicate that he entered active duty on 28 December 1943.  He was assigned to the 13th Infantry Regiment, 8th Division, C Company.  He served in France from 16 July to 30 September 1944; in Luxembourg from 1 October to 20 November 1944 and arrived in Germany on 21 November 1944.  His service record notes that he was recommended for the Good Conduct Medal.

4.  On 30 November 1944 the applicant was wounded as the result of hostile action.  As a result he was awarded the Purple Heart.  This is confirmed by General Orders number 25.  The applicant was hospitalized until he was evacuated to the United States on 14 March 1945.  He was released from active duty on 20 July 1945 and received a certificate of Disability Discharge under Army Regulation 615-261.  His WD AGO Form 53-55 (Report of Separation) indicates that he qualified for the Combat Infantryman Badge.  The following campaigns are listed; Normandy, Northern France and the Rhineland.  He was awarded the European-African-Middle Eastern Campaign Medal.

5.  Army Regulation 600-8-22 provides that World War II holders of the Combat Infantryman Badge are entitled to award of Bronze Star Medal.  Award of the Bronze Star Medal under this provision is commonly referred to as a conversion award.

6.  A review of Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) notes that the applicant’s unit was credited with the following campaigns:  Normandy, Northern France and Rhineland.  He is also entitled to the Distinguished Unit Citation as well as award of a foreign award, the French Croix de Guerre.
7.  Army Regulation 672-5-1, paragraph 4-21 provides for award of the World War II Victory Medal for service between 7 December 1941 and 31 December 1946.

8.  Paragraph 6-13 of the cited regulation provides for award of the Honorable service lapel button (World War II Victory Medal lapel button) for honorable service between 8 September 1939 and 31 December 1946.

9. Paragraph 6-13 of the cited regulation states that effective 3 November 1966, the Distinguished Unit Citation was redesigned the Presidential Unit Citation.

CONCLUSIONS:

1  The evidence of record establishes that the applicant was awarded the Purple Heart, is entitled to the Good Conduct Medal and is authorized three bronze service stars to the European-African-Middle Eastern Campaign Medal.  Additionally, since he qualified for the Combat Infantryman Badge he should be awarded it.

2.  Based on the award of the Combat Infantryman Badge he is entitled to award of the Bronze Star Medal as a conversion award.

3.  According to the cited regulation, the applicant is entitled to the World War II Victory Medal and World War II Victory Medal lapel button (now the Honorable service lapel button). 

4.  The available records show that the applicant is entitled to the Distinguished Unit Citation (now the Presidential Unit Citation), and the French Croix de Guerre, all of which were awarded the applicant’s unit while he was assigned to the organization.

5.  There is no award entitled “Heroic Adventurous Achievement with V Device”.

6.  In view of the foregoing, it would be appropriate to correct the applicant’s records as recommended below.


RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected:

	a.  by awarding the individual concerned the Good Conduct Medal;

	b.  by showing that he was awarded three bronze service stars to the European-African-Middle Eastern Campaign Medal. 

	c.  by awarding him the World War II Victory Medal lapel button;

	d.  by awarding him the Presidential Unit Citation;

	e.  by showing that he received the Purple Heart;

	f.  by awarding him the Combat Infantryman Badge;

	g.  by awarding him the Bronze Star Medal as a conversion award based on the Combat Infantryman Badge; and 

	h.  by showing that he is entitled to the French Croix de Guerre.

2.  That so much of the application as is in excess of the foregoing be denied.
