2.  The applicant requests that his records be corrected to show his awards and a field promotion to pay grade E-5.

3.  On 18 November 1966, he was inducted into the Army of the United States.  He completed his required training and was awarded MOS 11B (Light Weapons Infantryman).  He was advanced to pay grade E-4, effective 16 September 1967.

4.  During the period 25 May 1967-12 January 1968, he served in the Republic of Vietnam (RVN).

5.  On 3 April 1967, General Order (GO) # 86, Headquarters (HQ), Fort Polk, Louisiana, awarded him the Sharpshooter Badge with Rifle Bar.

6.  On 24 July 1967, GO # 205, HQ, 1st Cavalry Division (1CD), awarded him the Combat Infantryman Badge (CIB).

7.  On 10 October 1967, GO # 6356, HQ, 1CD, awarded him the Air Medal (AM).

8.  On 16 December 1967, GO # 194, HQ 1CD, awarded him the Purple Heart (PH) with 1 Oak Leaf Cluster (OLC).

9.  On 9 May 1968, GO # 2986, HQ 1CD, awarded him the Army Commendation Medal (ARCOM).

10.  On 21 January 1969, he was honorably separated from active duty, in pay grade E-4, under AR 635-40, based on a physical disability and placed on the retired list the following day. His Report of Separation indicates that he had 2 years, 2 months and 4 days of creditable service.  He was entitled to award of the PH, the National Defense Service Medal, the Vietnam Service Medal, and the RVN Campaign Medal.

11.  AR 600-8-22, Military Awards, indicates, in pertinent part, that the RVN Gallantry Cross Unit Action Citation is awarded to personnel within a unit which is cited by the Vietnamese Government for valorous combat achievement.


CONCLUSIONS:

1.  The evidence of record shows that his records should be corrected to show his entitlement to the AM, the PH w/1OLC, the ARCOM, the CIB and the RVN Gallantry Cross Unit Citation, since his unit had been cited.

2.  There is no evidence in his records that he was ever recommended for or promoted to pay grade E-5.

3.  In view of the foregoing, the applicant’s records should be corrected, but only as shown below. 

RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected by showing his entitlement to the AM, the PH w/1OLC, the ARCOM, the CIB and the RVN Gallantry Cross Unit Citation 

2.  That so much of the application as is in excess of the foregoing be denied.
