2.  The applicant requests, in effect, that his DD Form 214, Report of Transfer or Discharge, be corrected to reflect that he was awarded the Parachutist Badge, the Combat Infantryman Badge (CIB) and that he had completed basic and advanced infantry training.

3.  He states, in effect, that he is entitled to the above awards and completion of training courses but they are not listed on his DD Form 214.

4.  His military records show that he enlisted in the Regular Army for 2 years on 25 January 1968 and served 5 months and 1 day in Vietnam.  He was honorably discharged on 11 September 1969 under a program for early release of overseas returnees.

5.  He completed basic and advanced infantry training and basic airborne training and served in Vietnam as an infantry riflemen in Military Occupational Specialty (MOS) 11B.  His DD Form 214 shows that his MOS was 11B.  It also shows that he was awarded the National Defense Service Medal, the Vietnam Service Medal and the Vietnam Campaign Medal.  His enlisted qualification record shows that he was also awarded the Expert and Sharpshooter Badges with rifle bar.  The record does not reveal that he was awarded the CIB.

6.  Army Regulation 600-8-22, Military Awards,  provides, in pertinent part, that to be eligible for the Combat Infantryman Badge, an individual must be an infantryman with an infantry military occupational specialty and must perform primary duty as an infantryman, as a member of an infantry unit of brigade or smaller size, during any period in which that unit was engaged in ground combat.  Battle participation credit alone is not sufficient.

7.  Army Regulation 635-5, the regulation governing preparation of DD Form 214, provides that the separation document will list formal in-service training courses successfully completed during the period of service.  This information is to assist the soldier after separation in job placement and counseling; therefore, training courses for combat skills will not be listed.
CONCLUSIONS:

1.  There is no evidence of record to indicate that the applicant was ever recommended for or awarded the CIB.

2.  He attended basic and advanced infantry training and the completion of these courses is properly recorded on his enlisted qualification record.  However, in accordance with regulatory guidance they are not appropriate for listing on the DD Form 214.

3.  He also completed basic airborne training and should have been awarded the Parachutist Badge but apparently was not.  Likewise, his record should show that he was awarded the Expert and the Sharpshooter Badges with rifle bar.

4.  In view of the foregoing, the applicantÂ’s records should be corrected as recommended below.

RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the Parachutist Badge and the Expert and Sharpshooter Badges with rifle bar.

2.  That so much of the application as is in excess of the foregoing be denied.
