APPLICANT REQUESTS: In effect, that he be awarded the Armed Forces Expeditionary Medal (AFEM).
APPLICANT STATES: That the AFEM does not appear in his record and he would like to receive it or know the reason why he is not eligible for to receive it.
EVIDENCE OF RECORD: The applicant's military records show:
He enlisted in the Regular Army for 3 years on 24 March 1961 and after training as a postal clerk served 2 years, 7 months and 8 days in France with an Army Postal Unit. He was honorably discharged at the completion of his required service on 5 March 1964.
His DD Form 214, Report of Transfer or Discharge, shows that he was awarded the Good Conduct Medal and the Marksman Badge with M-1 rifle bar.
Army Regulation 600-8-22, Military Awards, provides that the
AFEM is authorized for US military operations, US operations in direct support of the United Nations and US operations of assistance for friendly foreign nations. The AFEM is awarded for service after 1 July 1958 to bona fide members of a unit engaged in the operation or who have served not less than 30 consecutive days or 60 nonconsecutive days in the area of operations. The same regulation also provides specifically designated US military operations, areas and dates for which the AFEM is authorized. Operations occurring during the 1961 through 1964 time frame include Berlin from 14 August 1961 to 1 June 1963, Cuba from 24 October 1962 to 1 June 1963 and the Congo from 23 to 27 November 1964.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. During the applicants period of service the AFEM was authorized for service in Berlin during the period 14 August 1961 to 1 June 1963. The record shows, however, that the applicants only overseas service was in France, therefore, he is not eligible for the AFEM.
2. In view of the foregoing, there appears to be no basis for granting the applicants request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
NOTE: Considering his period of service, he should have received the National Defense Service Medal (NDSM) which is awarded for honorable active service for any period between 1 January 1961 and 14 August 1974, both dates inclusive. Accordingly, the Commander, US Army Reserve Personnel Center will be requested to issue him the NDSM.
