2.  The applicant requests reconsideration of his request that his records be corrected to show entitlement to award of the Purple Heart (PH).  (The applicant has not provided any additional evidence in support of his request for award of the PH that would cause a reversal of the Board’s        2 October 1996 decision, which is a matter of record and will not be further discussed.)  He is now requesting consideration for the award of the Bronze Star Medal (BSM); the Combat Infantryman Badge (CIB); the Expert Infantryman Badge (EIB); and, a third bronze service star for the Ardennes/Alsace Campaign.

3.  On 3 September 1943, the applicant was inducted into the Army of the United States.  He served in the European Theater of Operation during the period 8 December 1944-     7 June 1945.  On 6 May 1946, he was honorably discharged.

4.  The applicant has submitted letters of support, 63d Infantry Division Association booklets, his individual account of the Jagst and Kocher Rivers Areas and copies of medical records, which are part of his official files. 

5.  AR 600-8-22, Military Awards, indicates, in pertinent part, that:

	a.  during World War II, the BSM was to be awarded to an individual based on award of the CIB.

	b.  award of the EIB is based on satisfactory completion of a battery of tests prescribed by the Army Infantry Center

6.  DA Pamphlet 672-1, Unit Citation and Campaign Participation Credit Register, indicates, in pertinent part, that the applicant’s unit did not participate in the Ardennes/Alsace Campaign.  The applicant’s unit participated in the Central Europe and Rhineland Campaigns, only.

CONCLUSIONS:

1.  The applicant is entitled to award of the BSM based on award of the CIB.

2.  There is no evidence that the applicant satisfactorily completed the required tests for the award of the EIB.

3.  There is no justification for approval of the applicant’s request for a third bronze service star for the Ardennes/Alsace Campaign, since his unit was not a participant.

4.  In view of the foregoing, the applicant’s records should be corrected, but only as shown below.

RECOMMENDATION:

1.  That all of the Department of the Army records related to this case be corrected by showing his entitlement to award of the BSM (based on award of the CIB).

2.  That so much of the request that is in excess of the above be denied.
