2.  The applicant requests that his date of enlistment in the USAR be corrected from 19 September to 31 August 1991.

3.  The applicant states that he intended to continue his military service upon his release from active duty, but an error on his date of enlistment has now caused him to have a 3-week break in service.

4.  The applicant’s military records show that he enlisted in the Regular Army on 30 August 1977, served continuously, being promoted to pay grade E-7, and was awarded the military occupational specialties of Abrams tank system mechanic, Abrams tank turret mechanic, and infantryman.

5.  On 3 July 1991 the applicant signed an enlistment contract for the USAR with a date of enlistment of 19 September 1991 for a 1-year term of service.  His enlistment was under the auspices of the dual component enlistment option in which a member of the Regular Army who is going on terminal leave enlists for the USAR before he or she departs the installation.  He was released from active duty on 30 August 1990 and transferred to a USAR unit in Hawaii.

6.  On 12 December 1991 the Chief of Strength Management, Headquarters, IX Corps (Reinforcement), Fort DeRussy, Honolulu, Hawaii, sent a memorandum to the applicant’s USAR unit explaining the circumstances surrounding the error on the date of the applicant’s enlistment in the USAR, and of the unsuccessful efforts to correct the error administratively.

CONCLUSIONS:

1.  An individual enlisting under the dual component enlistment option is required to have a date of enlistment in the USAR as the day following his or her release from active duty.

2.  As such, it is obvious that an error was made on the date of the applicant’s enlistment.

3.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned enlisted in the USAR for 1 year in pay grade E-7 on 31 August 1991.
