2.  The applicant requests correction of his DD Form 214, Release or Discharge from Active Duty, by showing that he was awarded the Southwest Asia Service Medal (SWASM).

3.  He states that he served in Operation Desert Shield/Storm and he was supposed to receive the SWASM but at the time of his discharge the medal had not yet been approved and therefore was not entered on his DD Form 214.

4.  His military record shows that he enlisted on 5 February 1987, served in Southwest Asia as a fighting vehicle infantryman from 6 October 1990 to 18 April 1991 and was honorably discharged on 15 May 1991.

5.  His military personnel file contains evidence that he served in Southwest Asia during a period which would qualify him for the SWASM.  The file also contains evidence that he was awarded the Combat Infantryman Badge for service during this same period, but it does not appear on his DD Form 214.

6.  Army Regulation 600-8-22 prescribes Department of the Army policy, criteria, and administrative instructions concerning individual military awards.  It states, in pertinent part, that the SWASM is awarded to all members of the Armed Forces of the United States serving in Southwest Asia and contiguous waters or airspace thereover, on or after 2 August 1990 to 30 November 1995.

7.  The same regulation provides, in pertinent part, that to be eligible for the Combat Infantryman Badge, an individual must be an infantryman with an infantry military occupational specialty and must perform primary duty as an infantryman, as a member of an infantry unit of brigade or smaller size, during any period in which that unit was engaged in ground combat.  Battle participation credit alone is not sufficient.  Special provisions exist for awarding the badge for service during the Persian Gulf war:  the individual must meet the criteria outlined above and have served between 17 January 1991 and 11 April 1991.

CONCLUSIONS:

1.  The applicant served during the proper time period and meets the eligibility requirements for award of both the SWASM and the Combat Infantryman Badge.

2.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected:

     a.  by showing that the individual concerned was awarded the SWASM; and

	b.  by showing he was awarded the Combat Infantryman Badge for service in Operation Desert Storm.
