2. The applicant requests that his DD Form 214, Report of Separation, be corrected to reflect that he completed the US Air Force (USAF) Airplane and Mechanic Liaison Course and that he is authorized a second campaign star on his Korean Service Medal (KSM). In support of his request, he includes a copy of a certificate of proficiency for completion of the USAF course and a copy of an approved Air Medal award recommendation and citation.
3. He states that he served with the 2d Division during the Korean War and when he was discharged the above mentioned items were omitted from his DD Form 214.
4. His military record shows that he was called to active duty from the Kentucky National Guard on 21 September 1950 and served 10 months and 5 days in Korea. He was honorably discharged on 12 June 1952.
5. His DD Form 214 reflects that he was awarded the KSM with one campaign service star, and the United Nations Service Medal. (Among the documents included with his application is an approved award of the Air Medal for service in Korea that should also be added to his record. The date on the general orders approving the award indicates that it was approved after he separated from the service and was, therefore, not reflected on the DD Form 214.)
6. Block 30 of his DD Form 214 (service schools or colleges, college training courses and/or post grad. courses successfully completed) shows that he attended the USAF A & E Mechanic Liaison Course for 14 weeks. The certificate of proficiency he received upon completing the course and which he included with his application, indicates that he completed the course on 1 November 1949. Block 31 of the DD Form 214 (service training courses successfully completed) reflects the entry none.
7. Army Regulation 600-8-22, Military Awards, provides in pertinent part, that the KSM is awarded for service in Korea between 27 June 1950 and 27 July 1954. One bronze service star is authorized for each campaign in which the individual participated. The regulation lists a total of 10 named Korean War campaigns. Two such campaigns, the United Nations (UN) Summer-fall Offensive and the Second Korean winter campaign, occurred during the period 1951-1952 (the time frame that the applicant served in Korea).
8. Army Regulation 635-5, the regulation governing preparation of the DD Form 214, pertinently provides that all entries unless otherwise noted, apply to the period of service covered by the DD Form 214.
CONCLUSIONS:
1. The applicants DD Form 214 currently reflects that he is entitled to one bronze service star on his KSM for service during the UN Summer-fall Offensive campaign which took place from July to November 1951. Based upon the period of his service in Korea, he is also entitled to a second bronze service star for service during the Second Korean winter campaign which took place from November 1951 through April 1952.
2. The documentation submitted with his application clearly establishes that he was awarded the Air Medal for service in Korea in September 1951 and the award should, therefore, be reflected on his DD Form 214.
3. His DD Form 214 (item 30) already reflects that he completed the USAF A & E Mechanic Liaison Course and his records show that he completed the course on 1 November 1949. Because the completion date is outside the period of service covered by the DD Form 214 (which is 21 September 1950 to 12 June 1952), it should not appear on the DD Form 214. However, the Board believes that no action to remove the entry is warranted, since any change at this late date would only serve to confuse the issue.
4. Lastly, item 31 of his DD Form 214 correctly reflects the entry none because this entry is intended to show installation training, military correspondence courses and off-duty courses completed. The available information contains no evidence that he attended and/or completed any such courses. Apparently, the applicant believes that the none entry in this block means that he did not complete the USAF course referred to in the previous block, which is incorrect. Block 31 addresses a separate category of training courses and has no relation to training reflected in block 30 of the DD Form 214.
5. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected:
a. by showing that the individual concerned is entitled to a second bronze service star on his KLM for service during the Second Korean winter campaign; and
b. by showing that he received the Air Medal for service in Korea in September 1951.
2. That so much of the application as is in excess of the foregoing be denied.
