APPLICANT REQUESTS: That the Army serial number and rank be corrected on his WD AGO Form 55, Honorable Discharge Certificate and the rank be corrected on his WD AGO Form 53, Enlisted Record and Report of Separation and WD AGO Form 100, Separation Qualification Record.
APPLICANT STATES: That the middle three digits of his Army serial number on the Honorable Discharge Certificate are incorrect and his rank at discharge was technician third grade (the equivalent of a staff sergeant) not sergeant as is shown. In support of his request, he furnishes a copy of each of the above indicated documents.
EVIDENCE OF RECORD: The applicant's military records were lost or destroyed in the National Personnel Records Center fire of 1973. The information herein was obtained from reconstructed records.
There are no documents in the applicants file to indicate that he ever held the rank of technician third grade. In fact, his WD AGO Form 53 is annotated enlisted as sergeant medical corps reserve.
The Army serial numbers listed on all documents in his file are consistent except for that shown on the Honorable Discharge Certificate which is incorrect in the middle three digits.
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. The record does not contain and the applicant has not provided any evidence to show that his rank should be changed to technician third grade rather than sergeant.
2. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
3. In view of the foregoing, there appears to be no basis for granting the applicants request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.
NOTE: The Commander, US Army Reserve Personnel Center will be requested to issue a correction to the Army serial number on the applicants Honorable Discharge Certificate (WD AGO Form 55) to coincide with that shown on his WD AGO Form 53, if appropriate.
