2. The applicant requests that his transfer to the USAR Control Group (Retired) be corrected to transfer to the USAR Control Group (Reinforcement).
3. He states that his request for transfer to the USAR Control Group (Reinforcement) was altered by someone without his knowledge.
4. In support of his application he submits a copy of the adverse OER for the period covering 1 October 1991 through 30 September 1992, a copy of the OER referral, and a document purporting to be a copy of his request for separation from his unit dated 24 September 1992 in which he stated At this time I wish to submit my formal request to retire from the active Army National Guard and enter the Individual Ready Reserves (Control Group/St. Louis). He also submits a copy of the altered request for separation in which Control Group is lined out and Retired is written in its place.
5. He enlisted in the Regular Army on 9 July 1965 and was honorably released from active duty in pay grade E-5 on 8 July 1968. He enlisted in the Indiana Army National Guard (INARNG) on 23 June 1973, was promoted to pay grade E-6, and was honorably discharged on 20 October 1980 due to his appointment as a warrant officer. He was promoted to chief warrant officer two and was transferred to the USAR Control Group (Reinforcement) on 2 July 1984. He reentered the INARNG on 4 January 1986, was promoted to chief warrant officer three, and was honorably discharged from the INARNG and transferred to the USAR Control Group (Retired) on 30 April 1993.
CONCLUSIONS:
1. The applicants request for separation is confusing as he asks to both retire from the INARNG and to transfer to the Individual Ready Reserve.
2. It is reasonable to presume that his request was interpreted as a desire to transfer to the Retired Reserve due to his considerable years of service.
3. Nonetheless, it appears that it would be in the interest of justice to correct the applicants records to show that he was transferred to the USAR Control Group (Reinforcement) as he requests.
4. In view of the preceding, the applicants records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected:
a by showing that the individual concerned was transferred from the USAR Control Group (Retired) to the USAR Control Group (Reinforcement) on 1 May 1993; and
b. by showing that he has been assigned to the USAR Control Group (Reinforcement) since that date, being awarded 15 membership retirement points per year.
