2. The applicant requests that his DD Form 214, Report of Transfer or Discharge, be corrected to reflect that he was awarded the Bronze Star Medal (BSM) with V device, the Combat Infantryman Badge (CIB), and the Vietnam Campaign Medal (VCM). In support of his request, he provides a copy of general orders from the 4th Infantry Division awarding him the BSM with V.
3. He states that he would like his DD Form 214 corrected to show the foregoing awards and that they be issued to him.
4. His records show that he was inducted on 11 July 1967 and after training as a light weapons infantryman, was assigned to an infantry unit as a squad leader in the 4th Infantry Division in Vietnam. Approximately 2 months after his arrival in Vietnam, he was severely wounded in an engagement with hostile forces and evacuated to the States for treatment. As a result of his wounds, he was medically retired with 90 percent disability on 29 June 1970.
5. His awards include the National Defense Service Medal, the Vietnam Service Medal, the Good Conduct Medal, the Army Commendation Medal, the Purple Heart and the Parachutist Badge.
6. Army Regulation 600-8-22, Military Awards, provides, in pertinent part, that there are three basic requirements for award of the CIB. The soldier must be an infantryman satisfactorily performing infantry duties, he must be assigned to an infantry unit during such time as the unit is engaged in active ground combat, and he must actively participate in such ground combat. Campaign or battle credit alone is not sufficient for award of the CIB.
7. The same regulation provides, in pertinent part, that the Republic of Vietnam Campaign Medal, a foreign award, was awarded to individuals who served in Vietnam for 6 months during the period 1 March 1961 to 28 March 1973, or have served for less than 6 months and have been wounded by hostile forces.
CONCLUSIONS:
1. The records shows that the applicant was awarded the BSM with V as evidenced by the general order naming him as the recipient of that award.
2. He also meets the criteria for award of the CIB and the VCM, in that, he was an infantryman in an infantry unit that was actively engaged in ground combat and was wounded by hostile forces.
3. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected:
a. by showing the individual concerned was awarded the BSM with V device, the CIB and the VCM for service in Vietnam; and
b. by issuing him a DA Form 1577, Authorization for Issuance of Awards, showing all the awards to which he is entitled.
