2. The applicant requests correction of his DD Form 214, Certificate of Release or Discharge from Active Duty, to reflect that he was awarded the Army Achievement Medal (AAM) with two oak leaf clusters and the Driver and Mechanics Badge with T bar.
3. He states that the aforementioned awards were not placed on his DD Form 214 when he was separated. In support of his request he provides copies of two AAM certificates and a copy of orders authorizing the Driver and Mechanics Badge with T bars.
4. His military records show that he enlisted in the Regular Army for 4 years on 11 October 1988. After completing tours of duty in Germany and southwest Asia he returned to Fort Hood, Texas where he was separated in pay grade E-4 with an honorable discharge on 10 October 1992.
5. His DD Form 214 indicates that he is authorized the Army Commendation Medal, the Good Conduct Medal, the National Defense Service Medal, the Army Service Ribbon, the Overseas Service Ribbon, the Southwest Asia Service Medal, the Kuwait Liberation Medal, and the Marksman Badge with rifle and grenade bar.
6. The applicants military record does not contain any evidence that he was awarded the AAM or the Driver and Mechanics Badge with T bar. However, he has submitted two separate certificates issued while he was assigned to Fort Hood, Texas awarding him the AAM which would indicate that he is authorized the AAM with one oak leaf cluster. He has also provided a copy of a permanent order awarding him the Driver and Mechanics Badge with T bar.
7. Army Regulation 600-8-22, Military Awards, provides instructions for the preparation of certificates and orders to authenticate the issuance of an award. It states that award certificates will be presented with each award and will be issued without reference to numbered oak leaf clusters. Badges, such as the Driver and Mechanics Badge, will be announced in permanent orders by commanders authorized to make the award.
CONCLUSIONS:
1. Based upon the evidence submitted, it is apparent that the applicant is authorized the AAM with one oak leaf cluster and the Driver and Mechanics Badge with T bar. The record, however, does not support a third award of the AAM as he contends.
2. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected:
a. by showing that the individual concerned was awarded the Army Achievement Medal with one oak leaf cluster; and
b. by showing that he was awarded the Driver and Mechanics Badge with T bar.
2. That so much of the application as is in excess of the foregoing be denied.
