2.  The applicant requests correction of his DD Form 214, Release or Discharge from Active Duty, by showing that he was awarded the Kuwait Liberation Medal (KLM).

3.  He states that he deployed to Saudi Arabia with the 1st Cavalry Division on 10 September 1990 and remained there for 5 months.  He believes this period of service should warrant the KLM but it does not appear on his DD Form 214.

4.  His military record shows that he enlisted on 6 July 1984 and served in Saudi Arabia from 11 September 1990 to 12 March 1991.  He was honorably discharged for physical disability on 24 January 1992.

5.  His military personnel file contains evidence that he served in Operation Desert Storm (Saudi Arabia) during a period which would qualify him for the KLM.

6.  Army Regulation 600-8-22 prescribes Department of the Army policy, criteria, and administrative instructions concerning individual military awards.  It states, in pertinent part, that the KLM is awarded to members of the Armed Forces of the United States who participated in Operation Desert Storm between 17 January 1991 and 28 February 1991.  Included in the areas that qualify for award of the KLM is Saudi Arabia.

CONCLUSIONS:

1.  The applicant served during the proper time period and meets the eligibility requirements for award of the KLM.

2.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was awarded the KLM for service in Operation Desert Storm.
