GENERAL: The applicant appeals for change of the reason and authority for the discharge, and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDING: The Board grants partial relief.
ISSUE: The applicant received an Honorable discharge for Mental Health Disorder -Personality Disorder
The Air Force Discharge Review Board, under its responsibility to examine the propriety and equity of an applicant's discharge, is authorized to change the characterization of service and the reason for discharge if such change is warranted . In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substantial credible evidence to rebut the presumption, to include evidence submitted by the applicant. The Board completed a thorough review of the circumstances that led to the discharge and the discharge process to ensure the discharge met the pertinent standards of equity and propriety . In order to adhere to Mental Health Amendments to 10 USC 1553, a physician with specialized training on mental health disorders was present for this board.
The applicant stated that he would like have his re-enlistment code and narrative reason changed in order to re-enlist. He also stated that he feels he would be a valuable member for the military again. The applicant was discharged for having a mental health disorder, which reads personality disorder on his DD214. The Board found that the stigma of having personality disorder appear on the DD214 to be harsh. The DRB considered the applicant's willingness to re-enlist, however the mental health condition which prompted discharge, although inremission, does still exist. Upon a thorough review of the records and advice from the mental health specialist, the Board concluded the narrative reason for discharge should be changed, however the Board did not find justification to change the re-enlistment code.
CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.
However, in view of the foregoing findings, the Board concludes that the reason for the discharge is more accurately described as Secretarial Authority and the reenlistment code remains unchanged under the provisions of Title 10, USC 1553.
